Best to Battle Hate Bombings on Local Level WASHINGTON (AP)-FBI Director J. Edgar Hoover said today hatt bombings by what he called criminal bigots can be fought most effectively by local law officials. Hoover thus underscored repeated statements by the Justice Department that no legal grounds existed for federal authorities to take over the primary job of hunting down and punishing those responsible (or recent bombings of Jewish centers and racially integrated schools. Faculties Available However, an editorial by Hoover in the current issue of the FBI Law Enforcement Bulletin also stressed that FBI facilities always are available to help local police in fighting crime. "Just as experience proves that crime is a local problem," Hoover said, "so this present threat can be most effectively diagnosed and eombatted on the local level. Look tor Protection "Citizens in every city, county and state rightly look to their local law enforcement agency for protection against real or threatened violence. This is the primary duty of duly constituted local police authority—the first line of defense •gainst criminal acts." At the same time, the FBI chief said there is no more powerful weapon against hatred and bigotry than overwhelming public indignation, embracing all creeds and races.
