FRIDAY, MARCH 18, 1949 Alliance Terms (Continued from Page One) necessary" would fully preserve this country's freedom of action and especially the constitutional right of congress to declare war. They hoped for speedy ratification by the sennte after the treaty is signed here early In April. Ratification by all seven original sponsoring countries is necessary to put the treaty into effect.

Predict Ratification Chairman Tom Connally of the senate committee predicted certain ratification, but sald there would be extensive hearings and debate I There is evidence of some opposition. but its strength remains to be seen. A two-thirds vote of the senate is necessary for ratification. Acheson will explain the treaty tonight in a nationwide radio address 19:30 p.m. C.S.T.) over the Mutual and Columbia broadcasting systems.

The treaty will be followed by a program to supply western Europe with one to two billion dollars worth of U.S. military equipment in la year. Sets Up Defense Council high-level council of all members immediately would establish A defense committee that would work out defense plans for the faren covered. The essential: area, of course, is western Europe. i The council, would be set up so that it could "meet promptly at any time." Original treaty-planners were the United States, Canada, Britain, France, Belgium, Luxembourg, and the Netherlands.

Norway entered the negotiations two weeks ago and has agreed to sign. Italy, Denmark, Iceland, and Portugal only yesterday received invitations to join the pact as charter members. See Soviet Retaliation The treaty is expected to prompt stern Soviet retaliation, primarily through Communist strikes, sabotage, and demonstrations inside the western European countries. Italian Communists already have started such action. Moscow has brandect the alliance as an "imperialist" plot by Britain and the United States to wage war.

A brief preamble to the 14-article pact states, however, that it is designed to enable treaty signatories "to live in peace with all peoples ani all governments. They determined to safeguard the freedoms founded on the principles of democracy, individual liberty and the rule of law. Seek Stability "They seek to promote stability and -being In the North Atlantic aren. "They are resolved to unite their efforts for collective defense and for the preservation of peace and security." The final draft of the treaty sets up a security zone of North Amerand Europe covering the territory of all members north of the Tropic of Cancer. It extends full defense protection to their island possessions, ships and planes in the area.

and their occupation forces in Germany, Austria and Trieste. It also includes French Algeria in northwest Africa Fits Berlin Situation Extension of the pact to include occupation forces in Europe apparently means Soviet attack on the American, British. and French troops in western Beriln would prompt swift retaliatory action by powers, The treaty also: 1, Provides for consultations by treaty powers "whenever, in the opinion of any of them, the territorial integrity, political Independence or security of any of the parties is threatened." This would cover the outside attacks as well as threatened coup d'etats from within any state. 2. Pledges that all powers will endeavor any international disputes involving them by "peaceful means" set forth in the United Nations charter.

They would "refrain in their international relations from the threat or use of force in any manner Inconsistent HERE THEY ARE Mea 03 NYLON socks by HOLEPROOF in the popular PACER short Longer wearing, easier washing, quicker drying and styled in a host of new masculine colors that's sure to please your eye. Declares that all parties "separately Jointly, by means of conmutual tinuous aid, and will effective maintain self-help and devel- and op their individual and collective capacity to resist armed attack." Work With U.N.

and all measures taken to meet it 4. Assures that any armed attack "shall Immediately be reported to the (U security council. Such measures shall be terminated when the security council has taken the measures necessary to restore and maintain international peace and security." The security council has "primary responsibility" for the maintenance of world peace and securitates that the North Atlantic pact does not conflict with any other international treaties in force between any of the treaty members or a third power. This would leave in effect, for example, the present non-aggression treatries. Others May Join 6.

Sets up machinery to invite. by unanimous agreement, any other European power to join the treaty. Elre, Spain and Sweden, of the nonCommunist European nations, have 110 present intentions of joining the pact. The broad language of this provision would allow entry during the next 20 years of any Soviet satellite power if it breaks away from Soviet control. 7.

Provides that after being in force 20 years, any party may withdraw by giving notice of one year. After the first 10 years, the trenty could reviewed with "regard for the factors then affecting peace and security in the North Atlantic area, including the development of universal as well as regional arrangements" under the U.N. charter. Economic Co-operation 8. Pledges each member to encourage economic co-operation with other treaty powers, and to promote "further development of peaceful and friendly international relations by strengthening their free institutions." While the treaty contains no automatic war clause, the United States and othe members could take actions short of war to assist in repelling an attack These measures include transfer of arms, advice on strategy, use of bases, and rupture of diplomatic and economic relations with an aggressor.

Follows Rio Pattern The precedent for the North Atlantic treaty first was established in the western hemisphere defense the treaty -igned at Rio de Janeiro by 21 American republics on Sept. 2. 1947. Britain, France, Belgium, Luxembourg, and the Netherlands signed a similar 50-year defense treaty at Brussels on March 17, 1048. The two pacts set the pattern for the new treaty.

There are possibilities that the North Atlantic pact may be followed within the next year by additional treaties covering the Mediterranean and Pacific areas. adio epairing Auto Radios Home Radios We Pick Up and Deliver ROCHE MYERS 11 E.
