Dave Sutherland of Taylor has an 8-foot-wide ditch belonging to Wayne County crossing his backyard where his 4-year-old daughter likes to play. He'd like to toss in larvacide, a biodegradable bacteria that manufacturers say is harmless to the environment.

"It decomposes in a couple of weeks," said Jon Cohen, president of Summit Chemical Co. in Baltimore, makers of over-the-counter larvacide products shaped like tan doughnuts. But consumers must call a state water-quality line in Lansing before using larvacides in some ponds but not all as well as "open drains, woodland pools, floodplains, roadside ditches and wetlands," according to state environmental rules. Small backyard ponds "with just a couple of goldfish and some lily pads" would be exempt, said Patricia Spitzley, acting spokeswoman for the Michigan Department of Environmental Quality. But owners of large ponds, especially those on farms, need a permit from the agency.

And people living near wetlands and drainage ditches need to obtain a permit. "If you're in doubt, I would contact us," Spitzley said. She said an aquatic biologist takes permit requests at 517-373-1320, 9 a.m.-4 p.m. weekdays. Ned Walker, a mosquito expert at Michigan State University, calls the state rules unrealistic.

"People may not bother to do it. It's going to take a long time to get a permit" because only one state worker is taking requests, Walker said. Spitzley said she did not know how long it takes to obtain a permit. "You have to first submit a notification of intent. There's a form on our Web page.

Mandiiuk Son Funeral Directory From inexpensive chemical pellets to machines that cost hundreds of dollars, mosquito-killing products are filling store shelves as Michiganders brace for another summer of the West Nile virus. In big demand at garden centers and hardware stores, as well as by local public works directors, are chemicals called larvacides. In pellet or brick form, larvacides are tossed into backyard ponds and sewer basins, where they dissolve to destroy larvae tiny unborn mosquitoes that can hatch to spread the West Nile virus. But public works directors in some communities are finding that although they're rushing to treat thousands of sewer catch basins with larvacide, those on parking lots often are going untreated. Rick Shepler, Berkley's director of public works, said although his city has cleaned and treated hundreds of sewer catch basins, many commercial property owners aren't doing the same.

"I wrote them a letter and tried to shame them into doing the right thing, for public health and all. But some of these businesses just aren't interested." Only about 10 percent of the city's commercial landlords have said they wanted to join with the city's effort in treating catch basins. To those, including a credit union and a parochial school, the city has given about 30 bricks of larvacide. Mike Klein, owner of Dynasty Flowers in Berkley, said his landlord had cleaned and treated the three catch basins in his strip mall's parking lot. But just down the street, other businesses including one medical office had declined the city's offer of free larvacide, Klein said.

He was not born into wealth, but by dint of sheer energy and native intelligence and a down-to-earth outlook on life, he succeeded in a selfless way. "He never led Cranbrook, but he exerted lot of influence on this place just because he was so capable." When his father retired in 1955, Mr.

Vettraino took over his job. He also headed Cranbrook's fire and police departments. He had attended the University of Michigan Fire School. In the 1950s, he was elected to the Bloomfield Hills City Commission and served eight years, two of them as mayor. "He was the only native-born mayor in Bloomfield Hills history," Coir wrote.

Cranbrook had a fire department before Bloomfield Hills did, so in the early days, the Cranbrook force fought fires in the community. "He made Cranbrook's fire engines, literally built them," Coir said. "The last one was built in 1946, and it still works." Survivors include his wife of 64 years, Anne; a daughter, Mary Anne Hippler, a son, Dominick; two grandchildren; a great-grandchild, and three sisters. A memorial service will be at 1 p.m. Friday at Christ Church Cranbrook, 470 Church Road, Bloomfield Hills.

When Mr. Vettraino was born on Lilac Lane, just east of Cranbrook, his father was grounds superintendent of what was then largely a farm.

As the younger Mr. Vettraino grew, so did Cranbrook. He hobnobbed with Finnish architect Eliel Saarinen and spoke Italian with Swedish sculptor Carl Milles as they worked at Cranbrook. And when he graduated from Baldwin High School In Birmingham, he went to work with his father.
