He was first elected to the House in 1958.

He left his House seat in 1982 and served two more years as House clerk. Mr. Ryan's unpretentious, rumpled presence belied a dogged intellect. His only known vice was habitually listening to Detroit Tiger games on a radio in his office. "He was the conscience of state government, not just the Legislature," said Detroit attorney William Fitzgerald, a longtime friend of Mr.

Ryan and a Democrat who served with him in the state House. "He was the most self-effacing, brilliant governmental mind I've ever known. This is a passing of a real giant." His Catholic background led to his personal manifesto of 12 basic human needs; his public career was largely an attempt to balance providing those needs with individual freedom. Mr. Ryan had lived in the Martin Luther-Holt Home for about three years.

He and his wife, Virginia Ryan, moved to Lansing in 1987 after their east-side Detroit home of 45 years was razed to make way for the Chrysler Jefferson Avenue plant. Mr. Ryan is survived by his wife. A public viewing will be Friday at 10 a.m. at St.

Gerard Catholic Church in Lansing, followed by an 11 a.m. service. Visitation at Tiffany Funeral Home in Lansing will be 2-4 p.m. and 6-8 p.m. today and Friday.

Ryan oversaw landmark legisla- tion changing welfare rules, ban- ning auto insurance redlining, mandating a higher minimum wage, regulating interest rates, fequiring special education in schools and granting public employees the right to collective bargaining. He was a key player in getting state money to help De- troit. Ryan's most enduring lega- cy was his unfailing civility and belief in government as a catalyst for social justice. "Bill considered humility one of the great virtues," said former At- torney General Frank Kelley. "If 1 you sat down to negotiate with Bill Ryan, you'd better have a lot of time." Born in West Virginia, his family moved to Detroit when he was 10 after his father died.

He opened T.E. Dailey a Tequesta, consulting firm, and consulted until his death. Mr. Dailey was born in Detroit and received a bachelor's degree at Denison University in Granville, Ohio. He then served two years in the Navy before starting at his father's company.

In 1977, he threw his hat in the ring for mayor of Detroit, but he didn't make it past the primary vote. Coleman Young won the election. Mr. Dailey served as president of the Detroit chapter of the Associated General Contractors of America and as national president of the group. He was president of the Greater Detroit Construction Employers Council, cochairman of the National Carpenters Craft Board and vice chairman of the National Construction Employers Council and the Greater Detroit Chamber of Commerce.
