Early, a former legislator and emergency government director who commuted from northern Wisconsin to the Capitol by light plane to savetime, has died at age 75. Early, a Democrat from River Falls, represented the 30th Assembly District, including Pierce, Pepin and Buffalo counties, from 1970 until 1977 when be was named secretary of veterans affairs by the state Veterans Affairs Board. At the time the popular veterans home loan program had run short of funds. But Early's appointment ended less than three months later when the state Supreme Court ruled the board had fired illegally the previous secretary, John Moses, and reinstated Moses in the job.
