Service a way of life for one Navy family Five generations proud to honor their country i if 4 i Panel predicts delay in telescope launch, too BY TODD HALVORSON FLORIDA TODAY CAPE CANAVERAL NASA's next generation space telescope the scientific successor to Hubble will cost at least $1.5 billion more than anticipated and launch of the observatory will slip at least a year to 2015, an independent review panel reported Wednesday. But those estimates depend on NASA receiving an extra $200 million to $250 million in each of the next two years a budget boost that is highly unlikely in the current fiscal environment. "We have to work with the administration and Congress to see what flexibilities we do have," said NASA Associate Administrator Chris Scolese. "I think it's fair to say that I doubt that we're goingto find $200 million." It's already uncertain whether NASA is going to get the funding boost it needs to fly a third shuttle mission, speed up development of a heavy-lift rocket and spur the development of a commercial space taxi. This cost overrun adds pressure just as lawmakers are looking at ways to further curtail federal spending.

The independent review panel also concluded that the real cost of the telescope project could rise above the $6.5 billion estimate for the minimum amount of money required to complete, launch and operate the observatory for five years. And the actual launch date could slip significantly from the September 2015 earliest possible launch projected by the panel. Dept. of Veterans Affairs BY R. NORMAN MOODY FLORIDA TODAY INDIALANTIC When Herb Gates entered the U.S. Naval Academy at Annapolis, in 1944, he followed a family tradition that, after five generations, continues this Veterans Day with his granddaughter. Margot Gates-George, 21, a midshipman at the academy, is preparing to graduate in June.

It's a tradition that all started with Gates' grandfather, Herbert Grenville Gates. He graduated from the Naval Academy in 1888 and went on to become an instructor, lived on academy grounds and is buried there. Gates' father and two uncles followed, graduating from the academy within a 12-year period beginning in 1912. Sixty years after his grandfather was commissioned as a Navy officer, it was almost inevitable that Gates, now 84 and living in Indialantic, also would attend the academy. He graduated in 1948, and went on to become a fighter pilot and retired as a lieutenant commander.
