The misconduct charge against Dekker was filed last week by a special prosecutor named to handle Jiis case because Dekker has a relative employed in McCann's office. McCann said he is re-interviewing witnesses who testified in the 1981 in- quest before deciding whether to issue any other charges against Eiiopul.

During the inquest, officers testified that LacyT who was diagnosed in 1978 as an acute schizophrenic, tried to flee and then struggled with them as they sought to stop him for questioning. Witnesses said they saw Lacy being w. held face-down on the pavement with his bands held above his back before he went limp and was placed in a police van. The inquest jury said Lacy died of a lack of oxygen to the brain. Pressure from someone kneeling on his back or neck was cited as a possible contribut- ing factor.

A5 life-saving assistance from Lacy after officers took him from the place where he was arrested to the rape scene. Circuit Judge Janine Geske released Dekker on $1,000 personal recognizance bond and ordered him to appear March 3 for further proceedings. Kalt appeared in court later Friday. Geske released him on a personal cognizance bond of $5,000 and adjourned the case until March 3. Kalt was accused of intentionally failing to "promptly and properly provide first aid in the form of cardiopulmonary resuscitation" to Lacy when he knew that Lacy required it.

The complaint cited' a Milwaukee Police Department rule stating that a police officer is required to master the subject of first aid and to apply first aid "promptly' and properly in any emergency cases which may come to his attention." A coroner's jury in 1981-recom--mended reckless homicide charges against all three officers, but those charges against Kalt and Eiiopul were A 70-yeor-old Prott jony truss bridge near Sheboygan, found within six months. Want to SHEBOYGAN (AP) Rosemary Miley says the town of Sheboygan Falls has a real deal for someone with an interest in history a 1912 Vintage highway bridge that otherwise will be destined for the scrap heap. "The bridge has considerable historic merit, and, located in a park or golf course where it wouldn't be subjected to heavy traffic, it could last another 40 years or so," she said-of the Rio Road Bridge, which currently spans the Sheboygan River about three mile's northeast of Plymouth. "We must be able to find an adaptive use, other than for salvage." As president of Sheboygan County Landmarks Limited, she has mounted a campaign to find a new location for the bridge, which she if gets ELF mittee on a 6-3 vote Thursday.

Munts said she hopes that the resolution will win approval and "send a message" to President Reagan and Congress that Wisconsin does not want the ELF antenna, which would transmit radio signals to Navy submarines carrying nuclear missiles. Kim M. Peters of the State Historical Society of Wisconsin has pledged his organization's help trying to relocate the bridge. He said research determined the bridge was built in 1912. "At the turn of the century, the Pratt truss was the most popular type of metal truss bridge built in America," Peters said. "Its advan- tages over other truss designs were its simplicity and its economy of materials.

"Hundreds of such bridges were built in Wisconsin. Today, approximately 175 Pratt pony trusses still rem ain in use on town and county roads. Most of these, because of their age, size and physical condition, will be replaced within the next decade or so," he said. bly as much as 30 percent more than now being charged. O'Neil said the choice between emphasizing access to education and emphasizing quality of education is the "most pervasive of all of challenges" facing the system.

"Clearly the UW system cannot do adequately all it is now being asked to do within its current resource base. AP taserphoto 7 Ffl contends is still in usable condition. She said the relocation would not be the first, because a Madison man recently relocated a larger span. The bridge, about 40 feet long, is described as an example of the Pratt pony truss design, a type of structure sometimes called a "rumble bridge" because of the noise ade when vehicles cross the plank bed. Helmuth Dassow, chairman of the town of Sheboygan said the bridge will be replaced In 1983 by a concrete span estimated to cost $310,000.

Dassow said the concrete abutments of the old bridge are deteriorating, and the span now has a weight limit of 12 toni. He said anyone offering the $8,000 to $10,000 that the bridge would bring that a unionized university would be a better place for learning and teaching, he said. O'Neil said the collective bargaining bill now before the Legislature does not offer the faculty any real choice. He said UW also faces urgent financial problems that could mean substantially higher tuition for students, possi MILWAUKEE (AP) Protesters seeking charges against a third police officer In connection with the death of Ernest Lacy continued their sit-in Friday at the office of Milwaukee County District Attorney E.
