Taking this aa a basis, the voting popnlation of "BO won Id have been, instead of 29,000, at least 35,000.

According to the same ratio ot Increase, thte would giro ns now ia the whole Territory a vote of. at least, 65.000. Subtracting the vote of Northern Dakota, even allowing it the same ratio of increase, and it would leave to Southern Dakota a Ton or 40,000 at the present time. All along the new roads which have been built through the Territory towns have rapidly aprnng up. Allowing for these, snd the shove estimate would bo under tiie actual facts.

In Hughes County, for instance, wnich had only a population of 100 in 1800, the vote in 188:4, about the let of January, amounted to between and 1,300. Along tue line ot the Northwestern Railroad, from Pierre to the eastern line of Brooklna County. tiom the time of the taking ot the census in 1880 tin, to thla last falL the Docuiation vt the counties have increased from an aggreaatej total of 6,000 to over 16,000, aud ttiere lias been the tame ratio ot Increase along the lines ol all the railroads which have been built in Southern Dakota, all ot which run clear across the Territory to the Missouri Elver, as also on all the branches of the Chicago and Northwestern and tbe Chicago and Milwaukee Railroads, one ot which branches is being built to tbe Jim River, known as the Dakota Hirer on toe maps, and another branch nearly as far that river. But we will be able to establiabby actual facts, as well as by the method of reckoning from too ratio of increase, that ws have a population of raore than 200,000 people in that portion of tut 'territory eon to of tbs forty-sixth parallel. wh leb will Include the proposed new btate.

We will be able to establish, this fact la another way, am ma' ia oy tne IXCBKABLD VAXUATTOJT 0 THI TAXABXB property ot the Territory. An Increase in the as sessed valuation of a new country means em' phuticaliy an increase of popnlation by emigra tion. It means an increase by taxable property brought into the Territory, or of its proceeds in land or otherwise, for residents take care to see tnat while building np their homes their taxation la not increased tor the first few years. The additional taxation, therefore, muat oome from tbe property of tne new emigrants. This as sessed valuation has increased to the extent of nearly doubling iteelt annually.

We will estab lish tbe tact that there is over 200,000 population in Southern DakoU in another way, namely, by tuklng the census of 1880 aa a baala and showing tbe number ot 160 acres of land tnat have been entered in the different lend of' Hoes la the various districts of the proposed new btate. Counting one family to each 160 acres of land wblcb have been thus entered, ana deducting 25 per cent therefrom for new entries mads by old residents, and it gives us an Increase in population over the census of 1880 whloh will make a total ot over 200,000 souta of ths forty- sum parauei. Saturday forenoon, Offloer David Kelly, ot the Twelfth Street Station arrested a notorious thug named Andy Monahaa and locked him np at tbe station, oa the eharge ef bavins slugged aad robbed J. H. Friday afternoon Tucker visited a horse market oa Twelfth street, and soon after, while In saloon near the ooraer of Halsted street, he met a young mai aud got Very social with him. Tucker's companion tbsn struck him with a sand-bag, knocked out several of his teeth, and robbed him.

Monahaa has been fully identified as tbs thief, and wbsa search was made 1S21.7& ot the money and va rious receipts and papers belonging to ucxer wers fouud in his possession. It was a dear ease against Monahaa, and hs placed la one of the rickety cells la ths basement ot the Twelfth Street Station. Separating the cells from tbs front part of the basement la a heavy wooden door, wnich, fortunately for ths prisoner, was open. Passing through it into ths battery-room, he found his wsy into the coal area, and then, by a window under the sidewalk, I into tee street, -a ne escape waa discovered a few minutes later, and the patrol waaron and all available police scoured tbe district, but Moua- han had mads all there waa of his time, and eluded his pursuers.
