However, board president Richard If ohr, citing part of Ward's letter that he said gave the board president the final decision in the matter, ruled that the present contract is valid.

Teachers in the Bloomer school district expressed concern about the reopening of contract negotiations with the board because some of the board members had proposed that the teachers take a 1 percent to 3 percent wage cut to help ease the district's fiscal problems. The board had given Boese and Hartman permission to meet with the teachers to contract The board also heard report from Don Walker, NORTH WEST PAYS TOP RATE SUPER 30 Month Mini-Market Certificate Fully compounded Effective Sept. 18 thru Oct. 1 coordinator for the new elementary addition, that the structure should be or anchors' speeches where the broadcast was coming from. "It's a new concept," added Rieland, "and it may take people a while to understand it." A new format for the two stations' newscasts is being started by WXOW this week, said Stolx.

The program, titled "NewS-ource," will feature a new anchor, new set and new visuals, he said. The stations' coverage area will include Barron and Rusk counties on the north, part of Crawford County on the south, parts of St. Croix and Pierce counties on the and the edge of Juneau County on the east. Linked to La Crosse newt staff The Eau Claire station will contribute to the newscast by sending stories on videotape to the La Crosse station and perhaps occasionally originating some of the broadcast, ready for occupancy by Nov. 10, despite a 22-day strike over the use of non-union labor.

The new station will maintain an office and a small news bureau in Eau Claire, but essentially will transmit thti La Crosse station's signal to the Eau Claii area. The primary service WQOW will provide, said Station Manager Phillip S'tolx, is broadcasting ABC network programming to an area that until now hasn't alwas been able to pick up a clear AltC signal m'ithout subscribing to a cable television service. But Stolx, who transferred to E.u Claire after working as sales manager for WXOW in La Crosse, is touchy calling Che new station a satellite although that is its' legal definiUon. Hat own fa cilities He pointed out that WQOW's building has a studio and broadcasting capabilities, and Channel IS will do some Elau-Claire-oriented programming from the start. Besides, Stolx said, television stations generally are dependent on ne tworks and syndicates for much of their programming.

"All stations get a microwave signal from somewhere. Ours just happens to come from within our own company," he said, referring to the La Crosse station. Tom Rieland, news bun; au chief for the new station, added, "It's totally untrue that we're a rebroadcast of La Crosse's news." But Stolx and Rieland also promote the two stations' treatment of the La Crosse and Eau Claire areas as one televisio market. They said the stations' newscasts will cover both areas, they said, and will be identical except for weather information. Regional emphauis News stories will be chosen for their importance to all of western Wisconsin, not just to a small segment of it, said Stolx.

"There's going to be no bias to La Crosse, no bias to Eau Claire," added Rieland. Stolx said viewers tuning into the newscast wouldn't be able to tell from the news stories "I got the letter today," Harsdorf said. "I was hoping that we would have that opportunity. We have had that opportunity before." The stations have public affairs programs, he said, and these programs could provide a good forum for the debates. The two candidates for the 10th District State Senate seat have agreed to debate.

Sen. Hichele Radosevich, D-Hudson, challenged her opponent, state Rep. James Harsdorf, R-Beldenville, to a series of debates that would be broadcast by local radio stations. "Because many issues are Base Rate 11.125 Annual Effective Yield ll.SM Available Sept. 18 thru Sept.

Besides himself, Rieland said, the news bureau here will include a full-time reporterphotographer and two part-time reporters, but will be connected with the larger news staff of the La Crosse station. "These people will be all over the place," said Stolx.

"It doesn't make any difference where the people live. They're all reporters for Stolx justifies combining the two areas into one news market by noting that the broadcast industry's two major ratings services, and Arbitron, consider it one market. He also pointed out that many of the area's high school and college athletic teams are in the same conferences and that WEAU-TV, Eau Claire's present station, has been extending its news coverage to the La Crosse area for several years. Some local programs Some aspects of Channel 18's programming will be strictly local. In particular, it will carry its own local commercials, as well as Eau Claire-oriented public service spots and events calendars, Stolx said.

And the five-minute local news segment of the ABC program "Good Horning, America" on Channel IS will be strictly from Eau Claire and separate from the local segment seen on WXOW, Rieland said.
