Sponsored By MIDWEST INSTITUTE OF SCANDINAVIAN CULTURE Chamber hears Kasten bid for gubernatorial nomination By Dave Carlson He acts and talks like a candidate for governor of Wisconsin, and probably no one left the room in which he spoke under the impression he isn't. Rep.

Robert W. Kasten erased any doubts to the contrary when he told the Eau Claire Chamber of Commerce Wednesday, "I hope to be the GOP candidate for governor" in 1978. Kasten, 35, a second term congressman from Wisconsin's 9th District, has not formally announced his intentions, but of late he's been dropping strong hints around the state. Plenty of targets Kasten used the forum to criticize President Carter, proposed Social Security legislation and the recently enacted minimum wage law, Acting Gov. Martin Schreiber, and even had a few barbs for Wisconsin Democratic Congressmen Robert J.

Cornell, 8th District, and Alvin Baldus, 3rd District. Kasten told businessmen and financial leaders at the chamber gathering that the Carter administration has "had a number of starts, but not accomplished very "When are we going to stop the campaign and start running the government?" was the Kasten posed, pointing to Carter's difficulty in getting approval for his energy legislation, the Panama Canal treaty, U.S. peace initiatives in the Mideast and inflationary problems at home. "There's a growing concern in the over it's where we're heading, and affecting business the stock market," Kasten said. "The administration is increasingly uncertain and there's increasing uncertainty in the country." Kasten said the proposed Social Security and new minimum wage laws are going to have a "severe" impact on small businesses.

The minimum wage law, which Kasten opposed, "is freezing the young persons out of initial entry jobs," he said. "If you don't have a degree or a skill, it's tough to get a job and the problem is especially severe among Augusta schools to get more state aid AUGUSTA The Augusta School District will receive an additional $49,000 in state aids for special education and transportation needs, it was revealed to the Board of Education this week. Superintendent Cliff Hudson said $28,000 will be given to the district for operation of school buses, a cost shared with the state. The schools are located on Highway 12 and all students are bused to school because traffic makes a hazardous situation for pedestrians. The state recognizes this situation and has responded with the additional funds, Hudson said.

Funds should arrive in April, with about $21,000 for special education and utilities. This money will be provided so the district can comply with state laws regarding special education. A report from Bill Sugars, a resident of the district, showed Augusta may be eligible for school taxes from the county on leased lots on Lake Eau Claire. Kasten said government work programs aren't a solution. "What we need are not more public jobs, but private jobs where you can train, learn and earn." the 'Largest tax boost' The Social Security bill, which has passed the House of Representatives and is in the process of passage in the U.S.

Senate, represents the, largest peacetime tax increase in the country's history, Kasten said. "Those chickens are going to come home to roost in the form of inflation, and a year from now people will start looking at their paychecks and wondering what's going on," he said. Kasten attacked the role of government at the state and federal level, saying it is changing from that of "an umpire" which draws up rules and regulates to becoming "the other team." "The whole alphabet soup group of state and federal agencies are increasingly taking the role of 'the other team'. and working against us," Kasten said. "It think there's too much government and it's costing too much." Asked about using taxpayer dollars to finance political campaigns, Kasten said he opposes publicly financed campaigns, but favors setting campaign spending limits and requiring early, full disclosures of campaign contributions.

Reps. Cornell and Baldus. wound up seventh and 14th highest, respectively, in the final tabulation of labor's financial contributions in 435 congressional races, Kasten said, yet "the (3rd District) campaign was a rich doctor against a man who didn't have much money." Looking ahead Kasten said electing a Republican governor in Wisconsin is important when eying the redistricting process that will occur in 1981. "We need a governor of the other party to redistrict fairly or else face having a one-party state," Kasten said. NOTICE! Micki, Terry, Sandy Betty of FROM THE BEGINNING says he believes that on lots of one acre or less, where there is a child attending school, the county should be liable for school tax. The situation will be investigated by the board. A citizens' advisory committee on building and construction needs for the school district is being formed. So far, 14 persons have been named to the committee, which will begin meeting late this month or early in January.

The committee was formed because of concern over continued growth of the district. This year, it was reported, 23 students have been added to the elementary school alone. SHOPPING Effect 4. staying drier nicer with little TICKLE LEMON 2 Oz. 4 fresh fragrances including unscented.
