Dolley will become, University of Texas vice-president for fiscal affairs Jan. 21. To become the chief fiscal offiof the University system, Dr. Dolley leaves the presidency of the Austin National Bank, a position he has held for the past two years while on leave as a professor of banking investment. The position of for vice fiscal affairs was created as part of an administrative reorganization resulting from a management survey of the University.

Conducted by the Texas Research League, the survey recommended istrative integration for maximum economy and efficiency. I Senator Johnson Gives Manpower-Plan Approval By SARAH McCLENDON The Austin Statesman Staff WASHINGTON, Dec. 16 Senator Lyndon Johnson of Texas thinks that the manpower-reserve program which the Eisenhower administration offered to the bipartisan group of congressional leaders here this week is an improvement over what the nation now has and would provide a reserve force in time of emergency. However, it is clear that Johnson does not think it universal military training, of the kind that willl satisfy many groups in the country. But the senator pointed out that if a young man will submit to six months of basic training, this will be followed by years in the reserve for required stated periods of training.

If does not elect to submit, then he may be drafted for 24 months to be followed by years in the reserve. Otherwise he may volunteer for two, three or four year terms of service in his favorite branch of the service. There is, however, nothing compulsory in the proposed Eisenhower administration program. Thus while the new proposed law would not be labeled universal military training, it would seem to become universal in actuality. The senator said he expects that the House and Senate Armed Services Committees will make numerous amendments and adjustments in the law.

Johnson pointed out how much support universal military training had received in previous sessions. "I think strengthened manpower is a question we have all got to face up to and that adoption of this program may mean we will not have to increase the active forces. I am for it because it is cheaper and gives us more security in times of emergency," he said. A gallant girl in a hospital bed 250 miles away is giving it a special glow. Out in McKnight Sanatorium, near San Angelo, very short time ago Lora Simpkins' life hung on the outcome of a hazardous lung operation. The were fairly heavy that she wouldn't see this Christmas dawn.

But she and that is what makes Christmas, 1955, different. A Symbol Lora is just one of thousands of Texans who have TB, but her audacious defiance of the deadly bacillus has made her a sort of symbol for all of them. With Lora it isn't borrowed courage either. Tuberculosis has taken seven years out of her life. It hit when she was 21 and she has cheerfully refused to observe a birthday since then.

There have been times in those seven years that she appeared well on the road to recovery and a normal life only to find the tough little bug gaining the upper hand again. She's had the works in medical treatment. Bed rest, surgery, miracle drugs, pneumotherapy. To some of these measures she responded with marked improvement for a time. And every time her hopes of health were dashed.

she shrugged off the disappointment, refused to admit defeat. Perhaps it is that innate fortitude maybe it is just the way she screens it with a rapier wit. Late last year she was making such strides toward recovery she was allowed limited activity, part of which was editing the hospital paper. Then came bad news. Lora wasn't doing SO a well.

She was back on strict bed rest. Eventually the only alternative appeared more surgery. She's been there before. She knew the odds. But she sent a cheerful reassurance along to the Texas TB Association where her bubbling good humor has sparked a wealth of anecdotes.

On her way to the operating room, they sad, she wagered her doctor a steak dinner that she would be well enough for medical discharge in six months. It was by no means that simple. For two days and nights the issue was in doubt. She Made It Then came the heart-warming news, "Lora made it. She is going to live." That was mid November but somehow the words had the song of Christmas bells.

Last week Lora was sitting up in bed. and although breathing with difficulty, was helping direct plans for a pagent of The Nativity she wrote last year. And somewhere in the hospital Christmas, program, with the inLora touch, there will appear her flippant parody of a familiar Yuletide classic. It begins, 'Twas the night before Christmas in Dorm No. 10 Christmas? It's wonderful! Four Mail Boxes Wrecked by Vandals Vandals have made a destructive sweep at mail boxes on Eberhardt Lane southeast of the city. Two boxes have been stolen in recent days, one torn down and another blown up, the sheriff's department reported Thursday.

The Austin Exchange Thursday began planning their annual Christmas party set for next Wednesday at the Driskill Hotel after nominating new officers and hearing a talk by Dr. Paul G. Wassenich, Texas Bible Chair director, Wednesday. Ken Jehn, assistant professor of meteorology at the University of Texas, was nominated president for the first six months of 1955 as successor to Bob Meek.

Other officers nominated are Herbert F. Adey II, vice president: Ewald Bunge for reelection as secretary and William A. Thompson, for reelection as treasurer. Roy Braun, Cullen M. Crain and Charles J.

Schwarzel were nominated as directors for the entire year of 1955. The club will hold its semiannual election on Wednesday, Dec. 29. The new officers and directors will be installed in a banquet Saturday night, Jan. 8.

Dr. Wassenich spoke on his impressions of the Holy Land and the Near East gained on a trip to those areas during the past summer. Former Austin Resident Dies in Las Vegas, NM Dr. John P. Howser, former Austin resident, died in Las Vegas, N.M., Tuesday night.

He was secretary of the Athletic Council of the University of Texas from 1906-1909 and served as track coach during that same period. Besides his wife, he is survived by a daughter, Mrs. Harry and a grandson, Henry Paul Lain, both of Midland. The body will be received here by the Weed-Corley Funeral Home Saturday. Graveside, will be held in services, Park at 4:30 p.m. Saturday.

Dr. Dolley's return to the University in the capacity of chief fiscal officer places him in a field with which he is completely familiar. As vice-president of the University from 1945 until Jan.

31, 1953 and as acting president during 1952 he was the budget officer of the University and was otherwise occupied with fiscal affairs. He resigned the acting presidency, but retained his status of a professor and continued to teach on a limited basis, to accept the bank presidency. His service with the Austin bank and a one-year leave in 1944-45 to serve on the staff of the Federal Reserve Bank at Dallas represent his only absences from teaching and administrative duties at the University since September, 1928. He has written extensively for professional journals in the banking and investment is the author of a textbook, "Investment Principles," published in 1940. He received a master of arts degree from the University of Illinois and a doctor of philosophy degree from the University of California.

At McKendree College in Illinois, where he received a lor of arts degree in 1919, he was an outstanding athlete. He was basketball captain and won allconference, rating won in letters his in senior football and baseball, and was elected president of the student athletic association. Dr. Dolley served for many years on the University intercollegiate athletic council, much of the time as chairman. For two years he was vice president of the sixth district.
