She was born on October 5, 1934 in San Augustine, Texas, to Alphonse "Bud" Windham and Audrey Pate Windham. Veleta graduated from Sweetwater High School in 1952 then graduated from Hardin Simmons University with a bachelor's degree and a permanent Texas teacher's certificate.

She taught high school history and middle school English in the Ft. Worth Public School District. Veleta was a member of the National Society of the Daughters of the American Revolution and a member of the Thankful Hubbard Chapter in Austin. Veleta was a dedicated Christian and strong in faith. She was a lifelong Baptist.

Douglas Day and Veleta Windham married on June 5, 1954 in the First Baptist Church in Sweetwater, Texas. She is survived by her husband of 54 years, Douglas; and daughters, Victoria Day and son-in-law Wade Hinkle of McKinney, and Charlotte Day of Pompano Beach, Florida. Christy is survived by her husband, Jeffery; her daughter, Ashley Rodriguez; and her grandson, Jaiden Jeffery Rodriguez. She is also survived by her mother, Gloria Torres; two sisters, Kathy Torres and Deborah Torres; two brothers, Josh Torres and Michael Torres and wife Mary; along with other loving family and dear friends. The Austin City Council on Thursday is expected to consider a resolution directing the city animal advisory commission to evaluate and make recommendations on ways to reduce the killing of homeless pets. In 1997, the council approved the conversion of the Town Lake Animal Center into a so-called no-kill facility by the end of 2002, but efforts by shelter officials at the time failed, a $3.9 million grant for the initiative was lost, and the goal was not reached. Now the commission wants to try to get the job done. "We would like to redirect and refocus on that original plan," said commission member Palmer Neuhaus, who also serves as a board member of animal advocacy group' Austin Pets Alive.

A state statute limits the scope of the commission, but if approved, the resolution would widen its scope, said Randi Shade, the council member sponsoring the resolution. "It's exciting to see the city take some positive, productive steps to improve the welfare of animals in Austin," said Council Member Laura Morrison, a co-sponsor of the resolution. Fifty percent of the animals that arrive at the shelter are euthanized each year, according to Neuhaus. Last year, nearly 12,200 animals were put to sleep, she said. "We're one of the best when it comes to places to live.
