$100 deductible: The IRB asked for an 8 per cent increase of 255,000, down 0.2 per cent from the 1967 filing which requested another $2,063,100. The department said even though the latest $100 deductible. rate lower percentage-wise than the old filing, it would produce more revenue because the IRB's membership had increased in the past 11 months and the filing was based on more recent statistics. "We do not need to ask what he proposed to do about the war in Vietnam or about civil rights, because his record here is consistent, his campaign is consistent with his record, and his record is consistent with both." Commager concludes: "We do not need to await the birth of a 'new' McCarthy, or the metamorphosis to the candidate back into the senator or forward into the president; we can take him as he was and as he is, confident that that is what he will be in the future."
