The bill suggested by the committee would allow the sale of to all unmarried 1 persons, but only by physicians or licensed pharmacists, Similar bills failed in the Assembly last session, and the advisory committee went a step further than the Assembly Welfare Committee which recently voted to allow sale only to unmarried persons over 18.

Some Catholic groups have opposed changing the law, although others including the Madison Priests' Senate- have endorsed it. "The conclusion is inescapable," Rasmusen said, "that persons in this state fornicate and that a substantial portion of progeny of this fornication is borne by government. "Therefore, if this bill can reduce this cost, it is a worthwhile piece of legislation." Sanctions Fornication The main argument of opponent of the bill, said "this bill fornication. Dr. John Brennan, Milwaukee, a committee member and opponent of the bilBI, said "this bill is a direct attack on the institution of marriage.

It is a fornication bill." Brennan said 48 other states give contraceptives to unmarrieds, and "compared to them illegitimate birth birth rate is relatively low." (UPI-Gov. Warren P.

Knowles Monday said he would ask the state Investment Board not to cut off Wisconsin's $20 million student loan program. The board last week decided to cut off the loans, which means that $5 million in loans to 12,000 students each year would be halted after the present semester. "This (cutback) has nothing to do with my austerity program," Knowles told top state education administrators. "I want to review the matter with the Investment Board in hopes the board can rescind its action." He said the board action also would mean 3,000 disadvantaged students would be cut off from state aid. The board said it needed the money to invest because of the high interest rates.

The money is loaned to students on low interest rates. Pierce Court ELLSWORTH (Special) The following fines and forfeitures were recently reported in Pierce County Court. Donald L. Hove, Red Win was fined $32 and costs for failing to yield the right of way. Donald L.
