Delbert E. Blanchard CEDAR FALLS Services for Delbert E. Blanchard, 56, of 2216 Lincoln Lot 33, will be 10:30 a.m. Tuesday at Dahl-Van Hove-Schoof Funeral Home with burial in East Lawn Memorial Gardens, Algona: Mr. Blanchard died of a heart attack Saturday night (Jan.

9) at Sartori Memorial Hospital. He was born March 2, 1931, in Lone Rock, son of Mainard and Lucille Burt Blanchard. He married Marilyn Evans on Jan. 27, 1955, in Sioux Falls, S.D. They were later divorced.

He married June Epperson on Feb. 7, 1987, in Waterloo. He served in the U.S. Navy on the USS Manchester during the Korean War. He was employed at the Cedar Falls Record from 1961-63 and then at the Waterloo Courier from 1963 to 1974, when he retired.

Survivors include his wife; four sons, Rick of Waterloo, Gregory of Cedar Falls, Dennis of Denver, Colo. and Terry of Sacramento, stepson, Darrel Epperson of Marshalltown; a daughter, Cheri Faley of Waterloo; a stepdaughter, Dawn Fretueg of Licking, his mother and stepfather, Lucille and J.P. Stevens of Burt; and nine grandchildren and five stepgrandchildren. Friends may call until 9 p.m. today at the funeral home.

Hazel D. Butterfleld CEDAR FALLS Services for Hazel D. Butterfield, 94, of Topeka, formerly of Cedar Falls, were Thursday in Mount Hope Chapel, Topeka, with entombment in Mount Hope Mausoleum. She died of complications of age Jan. 3 in Topeka.

She was born April 9, 1893, in Cedar Falls. She received a bachelor of arts degree from the University of Northern Iowa in 1914. Survivors include a brother, Glade H. Butterfield of Dallas; she was preceded in death by two brothers, Raymond and Dewey S. Butterfield.

Reid Services for Fred D. Reid, 80, of 1335 Logan are pending at Locke Funeral Home. Mr. Reid died of undisclosed causes this morning (Jan. 11) at University Hospitals and Clinics, Iowa City.

"Bud" Julius, 69, of 642 Sherman will be 1:30 p.m. Tuesday at Parrott Wood Funeral Home with burial at a later date in Chapel Hills Memorial Park Cemetery, Freeport, m. Mr. Julius died Sunday (Jan. 10) at Americana Healthcare Center after a lengthy illness.

He was born Aug. 5, 1918, in Free-port, son of Ben and Gertrude Fransen Julius. He married Katie L. Dieterman on Oct. 9, 1948, in Free-port.

They moved to Waterloo in September 1964. He was employed by the Illinois Central Gulf Railroad for 42 years, where he was the bridge and building supervisor, retiring in January 1982. He served in the U.S. Army during World War II in Europe. He was past Master of Evergreen Lodge No.

170 in Freeport. Survivors include his wife; and two sisters, Gretchen Maize and Edna Carlino, both of Freeport; he was preceded in death by a sister. The body was cremated. There will be no visitation. Memorials may be made to the Shriners Hospital for Crippled Children in St.

The auditors recommended, "This approval is necessary to comply with the city of Waterloo Municipal Sanitary Sewage Utility purchasing policy, or the policy should be amended to illustrate the procedures that are actually being followed." Auditors are making the same recommendation in the overall city audit now under way, Burger said.

The auditors concluded that even though the Finance Committee and budget analyst review purchases and recommend payment of bills, "the committee and analyst should document in writing approval of purchase requisitions prior to the acquisition of goods," as required by the current city purchasing policy. Most road construction here halted until spring City Planner Bob Stevenson has announced that most Waterloo road construction projects have been halted until spring. Williams, 61, of 204 Irving are pending at Oppold Funeral Home. Mrs. Williams died of undisclosed causes Saturday (Jan. 9) at her home. Courier Staff Writer A change in the city's purchasing policy will be submitted to the City Council's Finance Committee for approval in the next couple of weeks.

The policy would be amended to reflect current purchasing practices and "streamline" the amount of small items that comes before the Finance Committee, said City Clerk-Auditor Larry Burger. Under the current policy, requisitions for purchases of more than $300 are to be submitted to both the city budget analyst and the Finance Committee for approval. The city actually changed that practice a couple of years ago to cut' down on the number of smaller items coming before the Finance Committee. Purchase requisitions are reviewed by Burger and city budget analyst Bruce Meisinger to determine whether the city has cash on hand for the purchase at the time the request is made, and whether the item budgeted. If requisition is denied, a department head may appeal It to the Finance Committee.

Some discretion is used, and requisitions for larger purchases are still brought before the Finance Committee, as is anything that is going to be competitively bid, Burger said. He also noted that the Finance Committee or the full council, in reviewing the schedule of bills to be paid, can refuse to pay if it is thought to be not appropriate.
