Girls Stage Panty Raid In Reverse CAMBRIDGE, Mass. (UPI) Radcliffe College girls staged a reverse panty raid on Harvard Sunday night and touched off a noisy demonstration involving 2,000 students. Police broke up the disturbance and arrested eight Harvard men on charges of disturbing the peace and alleged property damage. They were to be arraigned today, There were no Injuries and no major damage. The uprising, blamed on spring fever and re-exam pressure, started when 150 Radcliffe girls marched a mile to Harvard Yard and shouted to men in Winthrop House, a male dormitory, to throw them underwear.

Some of the Harvards threw shorts and others dropped water: bombs and bars of soap. One Radcliffe girl said the raid was planned early Sunday. As the girls began returning to their dormitories, the Harvards began grouping for a panty raid on Kaacutie nine aormitones. At one time there were at least 2,000 men and women involved in the demonstrations, officials said. By this time police had been posted at all doors of the Rad cliffe dormitories, allowing no girls out and no boys in.

Police said none of the boys entered the girl dormitories, but they yelled at the girls to throw them panties Some of the girls tossed unmen tionables and others retaliated with water bombs. Bell Division HQ Readies Open House An open house at Southwestern Bell's new division headquarters building, 1616 Guadalupe, will be held Wednesday and Thursday, Tom G. Brown division man ager, announces. Conducted tours of the new building may be made from 6 to 9 p.m. each evening, Brown said.

The new building serves as the accounting center and adminis trative headquarters for a 50-coun-ty area of central and South Cen tral Texas. Brown said about 250 employes work in the building, including some transferred from Dallas, Houston and other locations when the Austin accounting office start ed handling payroll and disburse ment operations for the company on May The accounting center win also assume other disburse ment functions later this year. Visitors at the open house will see two 1401 computer systems, which process 330,000 telephone bills and 1.6 million long distance tickets each month, in operation. Other functions of the $2.5 million structure will also be explained. Brown said members of the Telephone Pioneers of America will serve refreshments.

oniy, THE AMERICA N-fTTATESMAH 4th and Ouedaluoe Dial GR 6-6381 WASHINGTON (AP) Repre sentatives of the railroads and five operating unions met for almost two hours today in their negotiations on the question of eliminating the jobs of unneedcd firemen. Then, they recessed until 9:30 am. Wednesday, with each side scheduling private discussions this afternoon. The talks are part of a last-ditch effort to settle the work rules fight before a June 12 strike deadline. A spokesman said "They talked over some things this morning, then decided that they wanted to have some time to discuss this separately.

This is normal in such negotiations." A new round of negotiations began with a two-hour session Mon day, mainly devoted to laying down guidelines for future ses sions, which may go on for several weeks. Both sides agreed to go to work first on the question of removing firemen from freight and yard trains. This is the central issue in the dispute over work rules. It involves the Jobs of some 40,000 firemen a presidential commission said last year weren't needed. If agreement can be reached on this point, other issues probably can be cleared up promptly.

The railroads contend that out moded work rules, which they call featherbedding, result in unneces sary operating expenses totaling $600 million annually. A world chess championship means as much to the Russians as the World Series or a heavyweight boxing championship lo Americans. Botvinnik had been world champion since 1948, except for two one-year periods.

He lost the crown to fellow Russians VASI-LY SMYSLOV In 1958, and MIKHAIL TAL in 1961, but won it back a year later in each case. GOV. JOHN B. CONNALLY has signed into law a bill authorizing removal of the bones of the Kiowa Indian CHIEF SANTANTA from the Texas Penitentiary cem etery to Oklahoma. "Perhaps this decision will clear the way to real strides toward re moving the chaotic conditions surrounding wellhead gas pricing to day," said Johnny Mitchell presi dent of the Texas Independent Producers and Royalty Owners Association.

"The long range effects could be very, very bad for consumers, said William Bennett of the Calif ornia Public Utilities Ctorrrrnission. Many officials in the industry and in state regulatory bodies declined comment until they have a chance to study the Supreme Court decision, handed down Monday. The court upheld, 5-4, an appeals court ruling of November 1961 that, indirectly, involved area pricing. The ruling means this: The Fed eral Power Commission may con tinue to set gas prices at the same level for all producers la a given field. In the past the commission attempted to regulate prices In dividually on a cost-of-service ba sis.

The commission spent six years gathering and wading through data and testimony a case in volving the Phillips Petroleum Co. of Bartlesville, Okla. In 1960 it decided the individual-cost-of-serv- ice theory wasn't sound, awarded Phillips some $5.7 million of the 549 million it had asked in annual rate increases, dropped further hearings and instituted the area pricing method. At the time, the commission had at remendous backlog of rate in crease requests that would have required the same exhaustive stu dies of prices in relation to in- divicrual costs. John P.
