Dow dives 360 points; dollar hits record low against euro By Michael M. Grynbaum and Peter S. Goodman THE NEW YORK TIMES Stock markets plummeted and the dollar sank to a record low against the euro Wednesday as investors worldwide grew skittish over rising oil prices and the prospect of a substantial economic slowdown in the United States. The Dow Jones industrial average fell 360 points and the broader stock market dropped nearly 3 percent, driven down by fear that the troubles in housing are likely to continue well into next year, contributing to further losses in credit markets and spreading pain to the rest of the economy. After a relatively strong summer, consumer spending is expected to tighten and business profits to slow in the months ahead, analysts said.

See DIVE, A8 HOUSING UNIVERSITY OF TEXAS A COMMUNITY OF DIVERSITY AUSTIN ENVIRONMENT New controls sought to cut aquifer runoff Changes would kick in when commercial sites redeveloped By Kate Alexander AMERICAN-STATESMAN STAFF From the sea of concrete in the heart of Oak Hill, pollutants flow unabated into Williamson Creek. An amendment to the Save Our Springs ordinance going before the Austin City Council today aims to keep much of that pollution out of the creek, the Edwards Aquifer and Barton Springs by requiring new water quality protections if commercial property is redeveloped. Properties such as Oak Hill Plaza were developed before 1992, when the ordinance was enacted, and are not required to do anything to control runoff. The proposed changes will allow property owners to make major revisions to their property without having to use the stringent standards set by the SOS ordinance. But the trade-off is that they will have to install new pollution controls and contribute money for aquifer protection.

Council Member Lee Lefflngwell said the objective is to reduce the amount of pollution sediment, nutrients, heavy metals com- See SOS, back page 1 -V il mm r.
