"Now political appointees at the state's taxpayer-funded flagship university are paying him back by helping him raise campaign cash. This reception smacks of political payback and is part and parcel of the continuing corruption controversies that have embroiled the Texas Capitol under the current regime." Huffines referred questions to William Cunningham, a UT-Austin marketing professor and former UT System chancellor who chairs the Friends of the University PAC, which sent letters soliciting donations for Heflin's campaign in return for tickets to the reception.

Cunningham said Wednesday afternoon that the reception would go on as planned. Regarding the payback allegation, he said: "That's hot fair, and that's not true." He said no UT System or UT-Austin administrators are involved in the event, adding that it has been a common practice for regents to participate in political fund raising for candidates deemed friendly to higher education. "As a matter of policy the PAC does not advocate the election of any individual for any race," Cunningham said. The political committee's letter seeking contributions to Heflin's campaign sounded a lot like an endorsement. As chairman of the House Appropriations Committee, Heflin "was strongly committed to helping UT remain an institution of the first class and helped with the potentially devastating budget crisis," the letter said, adding that he is in "an extremely competitive race.

Please join us in thanking Chairman Heflin for his exceptional service to Texas by helping his re-election campaign." Haurwitz VNS'l'VH' A candidate for the state House called on University of Texas System officials to cancel a fund-raising reception for his opponent, charging that the affair "smacks of political payback." Hubert Vo, a Democrat trying to unseat Rep. Talmadge Heflin, R-Houston, said the reception Wednesday evening at the West Austin home of James Huffines, chairman of the UT System Board of Regents, was a result of Heflin's support of tuition deregulation. The Legislature last year granted boards of regents authority to raise tuition, a power that previously was held by lawmakers.

Continued from Bl Ekland-Olson, would establish a task force by the end of November to come up with a new core curriculum, the set of courses that all undergraduates, regardless of major, are required to take. It could take up to two years of study and debate before a new curriculum is adopted, he said. Strengthening academic departments' leadership will take more time.

The commission called for recruiting one per son a year who would be both a leading scholar and a top-flight leader, thus gradually building up departments and research centers. Faulkner said he and Ekland-Olson would convene three work groups one involving faculty, one involving department chairs and one involving deans this winter to begin exploring prospects for action. Faulkner also embraced 16 "operational recommendations" by the commission, which include dropping "at Austin" from the university's formal title and expanding campus housing to accommodate all freshmen. The UT president's annual addresses have often had a "we're good but can be better" message. In the past, he has said that UT should strive to be ranked equal to the University of California at Berkeley, the University of Michigan and other top public universities.

Most national rankings put UT below the top 10 public universities, but Faulkner argued that a broad consideration of the purposes of the modern public university suggests otherwise. "How many other institutions have a comparable record of developing leadership for their societies?" he said. "How many can match our combined educational impact? How many really ha ve a faculty equal to ours? "How many produce research of equal scale or distinction? How many have a comparable record of beneficial impact on economic development? How many are custodians of cultural treasures and the written record on such a scale? How many do all of this together with the impact that we have? "No matter how you answer those questions in detail, it is not possible to escape the overall conclusion that there are very, very few true peers in this world," Faulkner said. rhaurwtastatesman.com; 445-3604 On statesman.com: Links to the Commision of 125 report 4 $1 ftt 1 HURRY IN!
