"The biggest concern that I've heard is that this would turn into a regional landfill," Hutto City Council Member Ronnie Quintanilla-Perez said. That's a charge Williamson County Commissioner Frankie Limmer strongly denied, defending the expansion as a forward-thinking plan to expand the capacity of the landfill, which was built in 1981 and currently takes in 600 tons of waste daily, about 90 percent of up with rapid growth in Williamson County, would begin after the county completes a two-step application with the Texas Commission on Environmental Quality. The first part of the application, which was submitted to the state in November, involves making sure the expanded landfill would be compatible with the land around it. The second part, which officials expect to submit at the end of this year, will address design and technical plans. Both phases will provide an opportunity for public comment.

State officials could take three months to a year to decide on the first part of the application. Those close to what has been derisively dubbed "Mount Hutto," the 75-foot pile of waste that the county wants raised to about 150 feet, say they don't want that sight so close to home. "When you go home at night, it's the only mountain out there," said Beth Hicks, who lives about a mile from the landfill and formally asked the state for an extra hearing on the application. Residents also raised concerns about how the expansion would affect traffic and whether they will have to deal with disease-carrying animals, foul odors and windblown trash. Some citizens also questioned the county's choice of a two-part process instead of a one-step application.

"It seems like a colossal waste "Right now, we don't see Williamson County Landfill being a regional landfill in the foreseeable future," added Steve Jacobs, Central Texas landfill operations manager for Waste Management of Texas, which operates the landfill. However, there is no provi sion in the year-old contract between the county and Waste Management stipulating that the landfill limit the trash it takes in from other counties. And Limmer's and Jacobs' assurances didn't sway much of the crowd, which included residents who live in the approximately 800 homes within two miles of the landfill.
