Morrison told Ihe meeting lhat the law was an an attempt "to police our profession." He said that all the slates and territories have similar laws. Wyoming was the first to pass such a Jaw 1816. Montana passed a law re quiring registration of civil ginecrs and land surveyor 1947, but it wasn't until 1957 that a law requiring registration of all prof essional engineers was passed despite many attempts to get such an act on ine booke.
