Walker, colored, in North West street, was among those persons who brought cheer into many homes Thursday. By noon Mrs. Walker had completed the work of f.lllnx forty large baskets with everything necessary for a Christmas dinner. By 2 o'clock in the afternoon poor persons began to- file in tor their baskets. While most of ths families were extremely poor.

soma. of them had UveoT in better days in the south, and oa farms in Kentucky and other states. Repeatedly they assured Urs. Walker that soma time they would be able to repay her. but her one reply was: "I want no returns.

I hope you have a happy Christmas." With few exceptions, those who were helped In this way had families to support ami were out of work, while a smaller number were too old to earn a living. Tor several weeks Mrs. Walker has been making investigations in the poorest neighborhoods in an effort to find those who do not receive aid from other sources, especially those families where there are children. In many instances she found persons who would rather go without a Christmas dinner than accept assistance.

In one case she found a family in which there were ten children, the mother of whom is ill and the father out of work. The children had the entire care of a six-weeks-old baby. "This case is not an exception." said Mrs. Walker. "These rear streets and alleys are full of them." Mrs.

Walker hss been extremely liberal her gifts to charity and publio enterprises. Soon after coming here she gave 21.000 to the colored Y. M. A. She has given a home to high school girls at various times, who otherwise would have been compelled to give up school.

Buying Harp for Girl. Her attention was called to a young man who has possibilities aa an artist. She has given him many orders for work and other support that he may be able to continue his At present she is working up a benefit entertainment for a young girl who Is studying music and who has no means to purchase a harp. She was recommended to Mrs. Walker by Mr.

Montant the harpist, and Mrs, Walker has promised to assist her to obtain an instrument. Mrs. Walker is regarded as having- the most successful business in the- city among the colored people. Daniela Approve a to Create plementary Force. WASHINGTON. December of a naval reserve from among honorably discharged enlisted men of the navy is proposed in a draft of an amendment to the forthcoming naval appropriation bill, which Secretary Daniela sent to ths senate and house naval committees with a strong recommendation that it be adopted. "If this amendment be enacted into law," said Mr. Daniels, "two most important and necessary means for promoting the efficiency of the navy will be provided.

First, it will make available a reserve organization of trained men to supplement the regular establishment in time of war. Second, It will increase the efficiency of tho regular navy by offering a substantial inducement to men to continue in the service for periods of twelve, sixteen and twenty years. "The principal features of the bill are as follows: 'Men who have had twenty years of honorable service may, upon their own application, be transferred to the reserve on half pay: those of sixteen years' service with one-third pay; those of twelve years' service with one-fourth pay; those of eight years' service with J00 per annum; those of four years' service with $30 per annum, and those now in civil life who have been honorably dis charged within eight years may enlist in the naval reserve ana receive pay at tne rate of $12. per annum and be furnished with uniform clothing outfit. Provision la mads for periodical assembling for muster, inspection and drill.
