State education officials this week settled on "Texas Assessment of Knowledge and Skills," or TAKS, as the name of the test that replaces the Texas Assessment of Academic Skills, commonly known as the TAAS. In 1999, the Legislature mandated that the Texas Education Agency adjust its assessment tests to match new standards, which include the addition of science and social studies for some grades and more geometry and algebra in the math portion of the test. While the agency was settling on a new name, legislators and education officials had referred to the new test affectionately as TAAS II. But Agraz declined to say why it took Time Warner almost a year to respond. The disappearance of UPN came about in October, when the network decided to align itself with San Antonio, a larger TV market than Austin.

Because the Fredericksburg station is technically part of the San Antonio TV market and must be carried on that city's cable system, Austin's Time Warner did not have to carry it and chose not to. "Time Warner told us we had to give up must-carry in Austin if we had must-carry in San Antonio," said Dennis Williamson, vice president of the Belo TV Group. "It was a channel capacity issue for them." Before October, UPN was affiliated with Austin's KVC Channel 13, a station owned by Fox's KTBC Channel 7 and carried at that time on Austin cable. When UPN moved to KBEJ, angry viewers blamed KVC and called the station to complain. Time Warner initially blamed KVC, even though KVC had nothing to do with UPN's decision, and then blamed UPN.
