The agency on Thursday laid out its proposals to trim more than $400 million ft om its proposed 2004-05 budget.

The major items in the proposal include: Eliminating home care and other services for nearly 24,000 "frail elderly." Cutting long-term care for more than 60,000 Texans with disabilities. Freezing welfare payments for more than 300,000 people. Reducing benefits for nearly 25,000 people moving from welfare to work. Eliminating the annual $60 payment given to about 250,000 people to buy school clothes. The agency is responding to the Legislature's request that state agencies chop 12.5 percent from their two-year budgets.

Opponents decried what they consider a shortsighted attempt to cut programs that save the state money because community-based care is cheaper than institutions such as nursing homes. Department spokesman Mike Jones said the proposal is "just the start of a very long process."
