Colonel G. W. Sawyer, of the Indian Staff Corps, has been appointed a Controller of Military Accounts in India, in place of Colonel J. A. Miley, appointed Accountant-General.

The grant of the local rank of Colonel and temporary rank of Major-General to Lieutenant-Colonel W. P. Tomkins, duties on Dec. 15 Captain John Wilson, Harbour-Master of Mauritius; and Captain L. J.

Norris, D.S.O., who is well known amongst officials in Jamaica and on the West Coast of Africa. Mr. C. M. Crombie, Commissioner of Tares in New Zealand, has lately been on a visit to South Australia for the purpose of examining the method of collecting the land income tax of that Colony and the costs incidental thereto.

The cost of collection of the tax in New Zealand is between and a year. Mr. James Burns, Treasurer of Presidency of Saint R.E., whilst employed as Director-General of Military Works Christopher and Nevis, has been gazetted a Member of the in India, bears date April 12, 1893, and not as previously Executive Councilof that Presidency, stated, of August 1, 1893. Victor Williamson, C.M.G., has just been appointed by the Lord Chancellor an Honorary Commissioner in Lunacy, vice Lord Emlyn resigned. Mr. Williamson, who is a brother of Sir Hedworth Williamson, acted as Royal Commissioner (1872-73) to inquire into the treatment of Indian immigrants in the Mauritius, and he afterwards went to Fiji as Special Lands Commissioner. Mr. Williamson was a member of the Executive and Legislative Councils in Fiji during his stay in that Colony, and he was much liked by all classes in the islands.

A report from Madras states that military and official opinion Mr. Julius Mergell has been appointed Austro-Hungarian in that Presidency is strongly opposed to the proposal to remove Consul at Sydney Mr. Rodolfo Dotzauer Uruguayan Consul Burma from the Madras military command, and to constitute it a separate district under the direct orders of the Commander- in-Chief. It is urged that if that scheme were carried into effect the force under the lieutenant-general commanding in Madras would be only about 27,000 men, or less than one- seventh of the whole garrison in India, and that the Commander-in-Chief in India would not be able to give much personal Islands, has just been gazetted, attention to Burma. But these difficulties might probably be overcome by uniting the Madras and Bombay commands, and placing Burma under a lieutenant-general comahding one of the northern armies.

Capper, District Officer; Malacca, who has had experience in the Chinese Protectorate and is thoroughly acquainted with the Chinese language.

Mr. Capper is succeeded by C. O. Blagden, Third Police Magistrate, Penang whilst Mr. W.

D. Barnes, Passed Cadet, proceeds to Penang as Third Police Magistrate. During their stay at Famagusta, the High Commissioner of Cyprus and Lady Sendall were the guests of Mr. Benjamin Travers, the Commissioner of the District, who, prior to going to Cyprus, was for many years connected with the Civil Service of British Honduras. It is rumoured that on the retirement of Major Robert Fisher, Commissioner of Kyrenia, Cyprus, in March next, the post will be offered to Major Tankerville Chamberlayne, Local Commandant of Police at Limassol, in which case there will be a vacancy in the Police to be filled up.

There are already several deserving officials in the Island entitled to promotion whose claims it is hoped will receive attention. The appointment of District Medical Officer at Larnaca" Cyprus, is still vacant, although it was rumoured some time since that a gentleman from England had received the appointment. The non-appointment is naturally causing a large amount of extra work to devolve upon the Second District Medical Officer. The salary of the office is 2501. a year, with an allowance for forage.
