The pamphlet comes as the Reagan administration prepares to give Congress its views on legislative proposals to strengthen warnings on cigarette packages. Dr.

Edward Brandt, the assistant health secretary who heads the Public Health Service, testifies Wednesday before the House Energy and Commerce subcommittee on health. The administration came under criticism from some health associations and congressmen last year when it flip-flopped on warning labels. After Brandt told a congressional panel that the administration backed a stronger warning, he was forced to retreat when the White House withdrew its support. A comment on the pamphlet from the Tobacco Institute, the cigarette industry's lobbying group, was not immediately available. Judy Murphy, a spokeswoman for the Office on Smoking and Health, said that about 30,000 copies of the pamphlet will be made available to the public.
