But for many school board members in 26 Northeast Iowa school districts surrounding Waterloo, it's seldom realized their classrooms reach beyond the hometown schoolhouse. Gaining a greater understanding of this "extension" is the purpose of Thursday's orientation program at Area Education Agency-7. More than 50 school board members from throughout Northeast Iowa were expected to spend the day in Waterloo and Cedar Falls with Area-7 officials to get a first-hand view of how their money is being spent at these distant classrooms. RON DICKINSON, administrator of Area-7, who's agency budget totals more than 116 million this year, said: "They are sending us a lot of money. We know that.

But by bringing them here we can show them how the agency works and they can make an evaluation." Dickinson and his colleagues acknowledge the public, as well as school board members, frequently misunderstand the purpose of AEA-7. AEA-7, one of 15 education agencies covering the state, provides teaching materials, assistance in curriculum development and instuctors for handicapped and special needs students. Thursday's program was to include visits to River Hills School, a facility for mentally handicapped children in Cedar Falls; and a program for severely retarded youngsters at the Black Hawk County Health Center, both operated by AEA-7 with students from across the region. presentations by staff who provide films and books to supplement classroom activities. They also were briefed on services available to assist schools in improving curriculum and teaching methods.

AEA-7, like its counterparts in the state, was started by the Iowa Legislature in 1975. They are funded uy pooling tax dollars from each local school according to student populations: the more students the greater the contribution to the budget. The intent of creating area education agencies was to provide equal access to services for all school districts, especially rural schools with limited budgets. Larry McDonald, assistant director of special education, likens a school district's payment to Area-7 to a premium on an insurance policy. He said a school can provide education for blind or mentally retarded students without going to the expense of developing its own program.

For example, a rural school district has a new family move to town with two blind children. "How are you going to provide a program for one or two kids?" Dickinson asks. "You incurring great expenses." "With the pool everything is in place," he adds. AEA-7 now assists more than 4,600 special needs students with some form of learning disability, at an annual cost per pupil of between $1,400 to $8,000, depending on the severity of the youngster's handicap. THE EDUCATIONAL services division at the agency helps improve curriculum.

Director Harry Budensiek said his staff has helped to bring a greater "sophistication" to schools that used to hire college professors for advice. The media services, which provides films and other supplemental materials for classroom teachers, is the most recognized service of AEA-7. Director Bev Trost and her staff delivered more than 61,000 films last year and logged more than 46,000 miles fulfilling teacher requests.
