Washington, Nov, 19, As an evidence of the entiro una nimity in the Cabinet on the Cuban question, no member hesitates to speak in regard to his entire confidence in me resident or or tne approval by the people of the course he will pur sue. The President and his Cabinet are in perfect accord. Secretary Eich-ardBon said in an' interview with a representative of the Associated Press that he had entire confidence in Fish, who he thinks will do right and not be carried away by excitement. He win not yieia one bit or the national honor. The Treasury DeDartment id fully prepared for war should war re sult.

We have enough monev to com mence with, but exactly what.will be done afterwards depends on the prolongation of the war, which he thinks will be short. Congress will in. two weeks, and it ia certain that there will be no difficulty in raising all the necessary means. Large suma of money wili be needed or course, but we are equal to the exigency. The Cahinet, he' said, was disposed to uphold the national honor.

He did sar that he favor ed the annexation of Cuba, but left that impression and promised to uphold whatever Mr. Fish might resolve upon. He is a careful, courteous and judicious man, who will not lead us into an embarrassing position. The subject belongs entirely to the De partment or state, ir war follows it win result in tne annexation of Cuba. That annexation will at first dis arrange our tariff system, and we should lose a large sum by way of im port duties tne nrst year, iiut after that our internal revenue collections would much more than compensate for the loss.

It would be necessary to keep an army of custom officers there, because it is such a fine place for smugglers, and custom houses would have to be established all along the coast. The Virginius had been twice owned by the government, once as captured and abandoned property, and once in 1870 as security for the debt. of a de faulting assistant Treasurer in Mobile. She was seized as such and sold to a New York man named Patterson, who changed ner name from the virgin" to "Virginius." He thought that the virginius ana tne vessel wnicti captured her were Clyde built and by the same builders Unusual activity prevails at the Washington Navy Yard and a large force is at work on over-time on the steamer Shawm ut, 3rd class, 3 guns, aud the Tallapoosa, which latter (a paddle wheel steamer) is being rapidly repaired. A large force is encaged in the Ordnance Department, making ammunition, some men cave already enlisted under lit.

Fletcher and large numbers of enquiries are being made as to terms, ne volunteer movement is thus far among the negroes who think the Government will need their services. The Jess excitable part or tne population, nowever, are set' tnngaown into tne ueuei tuat not eveu the services Of those first to en list will be required. Prominent od ponentsof the acquisition of Cuba are commencing to change their views and now favor it. They say that the United States are annually paying many millions to Spain for such articles raised in Cuba as our people need which would be saved bv annexation. Spain has shown Herself powerless to enforce her authority in Cuba, and our commerce has been frequently inter fered with by the Spanish authorities Annexation would put an end to this.

There are not only injuries on the West Indian waters to redress, but there are wrongs against American citizens living Jn Cuba to avenge. There have been the subjeotof negotiations which has been embarrassed by Spanish delays and the opposition of the Cuban authorities, Controlled by tbe Casino Espagnol, and there is no way of putting an end to them than by tbe annexation of Cuba. The promises of the Spanish Government have thus far failed of execution, Beforms in Cuba and Porto Rico in tbe subject of slavery and the Coolie trade, have been pressed by our government without practical result. This has about exhausted the public patience, and there is no telling when something more than protests and asking explanations on our part will Le unanimously demanded by the citizens of tho United States, to secure peace and the cessation of barbarities, which have more than onceheen condemned by our Government as contrary to the humane and Christian sentiment of tbe age, An arrangement With Germany has been made for an exchange of postal cards, to go iuto effect December 1. The impression prevails generally that theSpaiiish Government, through Castella, will make ample reparation, and that no war Will ensue between this Government and Spain froth the pending troubles.

A letter Was received from General Longstreet to-day tendering the Government 125,000 men, if needed in a war with Spain, At a sulphur mine near PpttsviUe, seven persons were horribly burned and one killed. The postage On cards sent hence to Germany Is fixed at 5 cents, to be pre paid by adding a one cent stamp to tl postal card, Unpaid or InsufflclcntVy paid cards Will not be forwarded.
