In these articles Mr. O'Connor dilates upon the utter mental and physical apathy which prevails among members of the government who are Jaded by long office holding and frequent attendance at this enervating "hot house of the Thames." Mr. Balfour, he says, Is quite worn out and without a spark of freshness. time with union men. nRST SISNS OF SETTLEMENT.

The first Indication of the settlement of the strike came at an early hour this morning from Troy, where it was announced that the Troy division of railway employes' organization had decided to sign the agreement presented at last night's conference. Following this notification the other divisions met In Albany and after they had signed, the Traction Company's officers signed it, and at 11 o'clock this morning It became binding. As Is usual both sides to this controversy which has cost two lives and the loss of many thousands of dollars, claim the credit From the face of the agreement it Is evident that the striking men won these concessions: what mi men won. Increasing night men and extra men's wages to 20 cents per hour. Granting men the right of appeal from a decision of an Inspector or the super--, intendent to traction company's execu-, tlve board.

Providing that Inspectors boarding a car need not be rung up unless they present an equivalent for fare. No discrimination against strikers who hare not committed violence. WHAT THB COMPANY WON. The traction people obtained these concessions: That men who were on strike and com.

mitted violence shall not be reinstated unless proven guiltless. That the road may hire or discharge any man without reference to his affil-: latlon or otherwise with a union. That bo proposition to strike shall be acted upon until 48 hours have elapsed from the time of notification, and that if a strike Is ordered It shall not take effect until six days. The general opinion of strikers and clt-. liens over the settlement is that the greatest credit should go to Anthony N.

Brady of the company and William E. Woolard, attorney for the strikers. The Traction Company gave out the following stetement tonight: "It is sufficient to call attention to the fact that the company accorded the men of over $1,250,000. If this be true, it follows that the condition of the banks at the beginning of the week was such as to counteract the heavy gains made during the last few days. As It Is, however, the statement Is favorable from a cash standpoint, the fall of $25,864,200 in deposits having released nearly $6,500,000 of required reserve, and since cash decreased less than $1,300,000, the result is shown In an addl.
