A special dispatch from Bigler says that the Democratic outlook in Louisiana grows brighter and brighter, and that Nicholls for Governor and the Xilden electors are chosen by larger majorities than at first announced. A Columbia special says that the Democrats elect Governor, Lieut-Governor, Comptroller-General, Attorney-General at five of eight congressmen, and a majority of both Houses, securing the election of a U. S. Senator. Two of the negroes ooncerned in the killing of bhuman and Dehocb, near Lawtonville, S.

were arrested at Beaufort, Monday night. All is quiet now at Lawtonville. There is nothing new in the situation in Florida. Official returns are received so far from all but nine counties. The count will hardly be commenced this week.

President Grant has commenced work on his annual message. With regard to the arrival of troops at Washington the President said that it was merely an ordinary change of station. Gen. Sherman said that tour artillery companies, equipped as infantry together with three artillery companies from Fts. Leavenworth and Riley, belong to General Hancock's command, which includes the city of Washington.

General Sherman emphatically denies that this change of quarters has any political significance whatever, and says therefore there is no cause whatever for excitement on account of it.
