City Council Briefs A wave of laughter swept the audience at City Council Monday night when retiring Aid. Al Miller referred to "a coming change in administration" and Mayor Glen Kunkle told him smilingly: "There isn't going to be any change." Aid. Al Miller, reminding the Council that he will be replaced by a new elected to run for nomination, for mayor, instead of a'derman, and was that the decision not to put the wiring for new downtown light underground be reconsidered. Miller, who said he had voted against them, said he wanted to compliment the public utility committee on the lights but thought it would be advisable "to go further into the red" and go underground. Chairman Karl V.

Janssen of the utilities committee reminded Miller that the engineers had originally reported underground wiring would increase the cost of the lights by one-third and would make maintenance "less trouble-free." Miller persisted: "The new man will be facing a deficit Kunkle from his place on the dais interrupted: "What do you mean 'the new man'?" "This coming change of administration," Miller began, when the mayor cut him off with the cheerful assurance there would be no change. "And there will be no deficit," Kunkle added. "We have earmarked $35,000 of next year's budget to spread payment for the lights over two years. That won't put us in the red." Janssen, finance chairman, concurred in this statement. A few minutes later Kunkle left his seat and turned up by the desk of his opponent, Aid.

Robert P. Ely. "Just to show it's a good fight with no hard feelings," he told the Council and audience, shaking Ely's hand. Miller also asked why work hasn't started on improving the Cedarville Bridge. Chairman Ely of the streets committee said the county highway engineer had trouble getting needed steel.

Mayor Kunkle said County Highway Engineer George Hiveley told him he is- ready to start this work on the undercarriage of the bridge and raising the approach. A proposal to provide concrete walks wherever school traffic lights with push-buttons have been installed in grass plots was approved by City Council vote Monday night. Aid. Edward Brooks said some of the push-buttons can only be reached by walking through grass or mud. The Council approved providing concrete where needed and directed the city engineer to determine at what points the paving should be provided.

Aid. George Reining asked why the owner of the armory site has still not been paid -for the part of the property bought by the city but not deeded to the state. Corporation Counsel Harold R. Nettles said W. T.

Neiman, the engineer engaged to survey the remaining property, to provide the legal description, has not yet furnished the report. Chairman Karl V. Janssen of the finance committee asked for power to act, to close the matter, and was given it by unanimous vote. The street department was asked to investigate water draining into the basement of Freeport Machine Works since the alley was blacktopped, and also a reported hole in the south approach to the Hancock Bridge. The Council voted approval of a new sidewalk by Fire Station 3 on South Adams avenue.
