An etTort tb place the Chicago real estate board on record as opposed to the Juul outer harbor bill failed at the monthly meeting of that organization yesterday. The matter came up in a report submitted by the river improvement committee. of which A Halsey is chairman, and in which it was stated that the committee is not prepared to say that the O'Connor bill contains all the provisions necessary to give the city power to build an outer harbor. but the Juul bill was opposed by the committee because it was declared to be antagonistic to the best interests of Chicago. Mr.

Halsey and Frank G. Hoyne were the principal speakers in behalf of the report, and they contended that to the cley should be given the power to construct the harbor. Mr. 1403-ne declared would prove of great value to the city as a source of revenue and referred to the revenue of New York City from this source. Wyllys W.

Baird said that public sentiment in Chicago etronely favored the Juul bill. and expressed the opinion that the objections raised as to the purpoees of the sanitary district in the matter were groundless. He said the belief was that the O'Connor bill meant no harbor for the city. The vote was light, as the attendance a as small. and the report was lost by the deciding vote of the chairman.
