Declares WASHINGTON. C. Ohio, Not. (United Press). A movement has been started here to have the state purchase another moundbultders' state park.

On the Ed Spence farm at Stubbs' Mills, four miles southwest of Fort Ancient, in Warren county. Is a huge serpent mound, larger than the famous prehistoric earthwork in Adams county. The Warren county mound is com paratively unknown, because It Is on private property and has been worked over for fanning purposes. However the outline of the ancient effigy Is still distinct. It Is called the Scovllle Serpent Mound and is In the form of a crawl-ing snake, 1,400 feet long, which surpasses the Adams county work by 54 feet.

It Is believed the two mounds were built by the same people at the same time for similar purposes. The Adams county mound is near Port Hill and the Scoville work la In the same relative position to Fort Ancient. The head of the Scoville serpent rests on a precipice, as does the Adams county flgnre. A Bub- marine volcano, height unknown, has appeared in the Celebes Sea, more than 200 miles southeast of the southern tip of the Philippine Is lands. The hydrographic bureau of the Ro yal Australian navy has warned ship ping of the eruption.

The appearance of the volcano was quiet, according to observations made by the bureau of science of the Philippine Islands. No unusual seismic leaves have been reported the weather bureaa in Manila and no des traction of shipping has been reported from the region of the volcano. The region in which the volcano appeared is continually in a changing state. Dr. Warren D.

Smith, chief of the division of mines of the bureau of science, said. Scientists were not surprised, he said, at the report of the new volcano, because of the changing conditions of the earth's structure from the China coast to the Australian shores. "Submarine volcanoes are not continually active-and more then land volcanoes," Dr. Smith said. "They have their periods of activity and then lie dormant for long periods of time.

Activity usually consists mere ly of heating the water around the mound and occasionally throwing out pumice and other solid matter which some times form small shoals." All volcanoes do not come above the surface of the water, but some merely throw up fine matter from the water, according to Smith. Very few observations have ever been ta ken of submarine volcanoes, because so scientist was even on hand when the first activities occurred, he said. The apparance of the volcanoes has had a disasterous effect on fish life in the vicinity of the eruption, according prominent fishermen in Manila.
