BART directors yesterday gave approval to the names that will identify stops along the four legs of the 75-mile system. They are: Fremont Oakland line: Fremont, Union City, South Hay-ward, Hayward, Bay Fair, San Leandro, Coliseum, Fruitvale, Lake Merritt and Oakland West. Richmond-Oakland line: Richmond, El Cerrito Del Norte, El Cerrito Plaza, North Berkeley, Berkeley, Ashby Place, MacAr-thur, 19th Street Oakland, and 12th Street Oakland. Contra Costa -Oakland line: Concord, Pleasant Hill, Walnut Creek, Lafayette, Orinda and Rockridge. Daly Gty-San Francisco: Daly City, Balboa Parkr Glen Park, 24th Street Mission, 16th Street Mission, Civic Center, Powell Street and Montgomery Streets.

A staff report indicated the cornrnission must resolve the legal question whether a state agency (BCDC) has jurisdiction over a federal agency (Oakland Army Base) should it be found that work on the Oakland Army Base, begun in 1950 and continued only sporadically ever since, constitutes a project that was under way as of Sept. 17. The report said the best answer to this question "appears to be that only a court test would determine this." The report added "even a proved the pay raises which will add $38,904 a year to the district's present annual payroll struction of a subway from Fallon St.
