' The city council accepted a municipal k flag, designed by Councilmen Richard O. Clark and Joseph H. Egenberger. It will stand m the council cham bers, and other flags will be made for the new city hall com plex. Councilman Joe Parker commented that "In 1777, on June 14, Congress established t h e Stars and Stripes as the American flag," and Albany will have the same celebration date. Youth for Christ Day Cruise Friday A Moonlight Bay Cruise and Grad Nite Party will be sponsored by t h e Contra : Costa Youth for Christ from 11 p.m. Friday to 4 a.m. Saturday. The party will - be held at Goodman Hall in Jack London Square; Youths from junior high school through college are invited according to Jene Wilson,' executive director of the Contra Costar YFC.
