I rta it oi ipaoi aa a ffh A federal air safety expert asked a Paradise Airlines pilot what he would do if he found himself flying almost blind over Lake Tahoe in a blizzard. Said the pilot: "I don't like this kind of a question. You can't sit here and say what you'd do if you were up there." That answer by Capt.

Carl Browning, a veteran of. 12,000 hours aloft, sums up the incredible task of investigators in trying to determine what happened to Paradise Flight 901A on March. 1. Two months of probing culminated this week in four days of hearings ty a Civil Aeronautics Board at the Oakland Inn. It may be several months before CAB issues its determination of the "probable cause." The exact cause or causes may never be precisely determined.

LOADED WITH FACTS It is a fact that Flight 901A crashed on Genoa Peak in the Sierra Nevadas, nine miles northeast of Tahoe Valley Airport, at about 11:30 a.m. It is a fact that 85 per sons perished. And literally thousands of oth er facts are known, about the weather, the mechanical condi tion of the airplane, the experience of its crew, the ability of the mechanics and dispatch ers and weather forecasters associated with its demise. Investigators have a moun tainous paper history of Flight 901A. But they may never know what happened to it between the time it was last seen flying low over Tahoe Valley Airport at 11:28 p.m.

until an Air Force helicopter pilot spotted its red and silver tail poking above snowdrifts on the mountain eight hours later. NO DE-ICING EQUIPMENT In the closing hours of the Oakland hearings yesterday, investigators learned several things: 1. Flight 901A had no wing de-icing equipment The Federal Aviation -Agency here had recommended that it be installed, but it Is only required when an airliner is flying into "known" or "expected" icing conditions. Paradise Flight 802 Human Torch At Prison in Critical Shape SAN QUENTIN A prisoner who tried to burn himself to death is still in critical condition at San Quentin prison hospital. Associate Warden Dale B.

Frady said that Cornelius N. Smith, 32, poured paint- thinner over himself and set it afire. When H. E. Bailey, machine shop instructor, and prison officer E.

E. Papke tried to put out the blaze with blankets, Smith fought them off and fled. They quickly captured him and extinguished the fire in his clothing. Another inmate, Eddie Figaro, 26, a Sacramento burglar, was stabbed to death In the prison about six hours after Smith's suicide attempt. Figaro was slashed 11 times in the body, neck and wrists.

Authorities said it was not known who killed him or why. Frady said Smith is a parole violator from Alameda who was returned to San Quentin May 29. He was sent to prison originally from Los Angeles for possession of narcotics. Weather Bureau forecasts may never have reached Capt. Henry 1 k1 Norris, the pilot of Flight 901A en route from San Jose to Lake Tahoe. A competing airline caifc ceHed its March 1 flight to the lake on the basis of similar reports. Discrepancies were noted IS in weather reporting from Ta hoe Valley Airport, but there has been no conclusion as to IS why these flaws existed. FIRM 'SATISFACTORY' 3.

Paradise Airlines had "quite a few discrepancies" in aircraft maintenance records, the FAA said, but the FAA also admitted it had no enforcement actions pending against Paradise IS" prior to March 1. The local air craft repair firm doing Para dise's work was "auite satisfac tory," the FAA inspectors testi fied. 4. Both altimeters in aircraft N-86504 (used on the ill-fated flight) had minor errors noted by previous crew members, but instrument repairmen had worked on both altimeters the day before the crash. There is no finding yet as to the effi 11 ciency of the repair work and the reported error was but 100 i feet too shsht to have ma terially influenced the actions of an experienced pilot who would not leave himself so little height margin.

FAULTY COMPASS 5.. The right-hand Fluxgate compass a gyroscope which 1 transmits magnetic information to the pilot relative to his course heading was known to be faulty. Records show troubles with it on six occasions. It was reported "completely unreliable in any kind of banking turn" on the day before the crash. But hi hi instrument mechanics had worked on it on two days be if fore the crash.

Again, the com pleteness of the repairs hasn't been determined by the CAB 6. A big cold front, with ice and snow and often violent tur bulence, reached Lake Tahoe at about the time that Flight 901A did. There had been, "holes" in the overcast, but a snow squall is known to have hit the north end of the airport there just rTl as 901A was coming in for a landing. The airplane turned away. Where did it go in the next two minutes and why? SERIES OF FACTORS It is possible, investigators said, that 901A was lost be hi cause of a series of factors, each compounding the preceding ones until most of the pilot's accustomed margin of alternative procedures had van ished.

Paradise owner Herman Jones thinks the pilot could have landed safely at Tahoe Valley Airport with the minimum vis ibility available at the time. But he didn't land, Jones believes, be cause that visibility was below FAA minimum standards and the pilot feared being cited for a violation. Jones thinks the pilot may have been trying to reach Daggett Pass through the eastern Sierras, into Reno. The plane hit the left shoulder of that pass. Three pilots for Paradise said they would not use Dagget Pass IS under those weather conditions Their normal procedure, they said, would be to climb back to about 10,000 feet or more at the radio directional station near Tahoe City and there get an instrument flight clearance to proceed to their alternate des tination, Reno.
