Schneider has received the following citation and Silver Star medal. He and his wife are residing in Albuquerque, New Mexico, where he is registered in the school of electrical engineering at the University of New Mexico; therefore no formal presentation of the award will be made. Flagship of the commander, Amphibious forces, United Slates Pacific fleet: In the name of the president of the United States, the commander, amphibious forces, United States Pacific fleet, takes pleasure in presenting the Silver Star medal to James Rideout Schneider, SM. U.S.N.R., for service as set forth in the following citation: "For distinguishing himself conspicuously by gallantry and intrepidity in action as a member of an underwater demolition team engaged in reconnaissance of enemy- held landing beaches and defenses during the amphibious assault and capture of Leyte, Philippine islands in October 1944. "In the face of Intense enemy rifle, machine-gun and mortar fire, he bravely prepared the way for the operation of combat troops and by his courageous leadership and devotion to duty contributed greatly to the success of this hazardous mission.

His courage and conduct throughout were In keeping with the highest traditions of the United States naval service." The citation is signed by J. L. Hall, vice admiral, S. navy. the home of Mr.

and Mrs. Homer Stanton. Husband-Wife Tax Split Plan Is Being Studied Washington, Oct. plan to perniit all U. S.

husbands earning more than $3,333 a year to reduce their federal Income taxes by dividing Income with their wives Is now being given serious consideration by U. S. treasury tax experts. Two treasury officials, General Counsel Joseph J. O'Connell, and Tax Legislative Counsel Stanley S.

Surrey, have been out making speeches on this idea, to see how It might be accepted. The plan was first proposed in England 30 years ago. But young Stanley Surrey is the first to introduce the Idea In this country, so it has been tentatively dubbed "the Surrey plan." It would not benefit all taxpayers. It would be of no benefit to Income- tax payers in nine states which now permit husband and wife 'to declare their income divided under what are known as community property laws, entitling either to half the other's income. These nine states are Arizona, California, Idaho, Louisiana, Nevada, New Mexico, Oklahoma, Texas, and Washington.

In these states, husband and wife file separate returns. Because the Income reported by each is only half that of the bread-winning husband alone, lower surtax rates apply on each half and the total tax is smaller. In the top income- tax brackets, these tax savings run into important money. Flan Aims At Standardization This gives taxpayers in these nine states an advantage over citizens in the other 39 states. It's to correct inequity that the Surrey plan is being brought forward.

In 1942 an effort was made to correct this situation by Introducing a bill to require all husbands and wives to file joint returns. Congressmen from the nine community-law states fought it. They were joined in protest by congressmen from the eastern states which permit husbands to assign stocks, bonds or property of any kind to wife, children or other members of the family. These relations then file returns on the income from this assigned property, and the real owner Is able to reduce his own his taxes. This combination of western "and eastern upper-income-bracket taxpayers defeated the 1942 proposal to require all families to file joint returns on their combined income.

The defeat proved that the joint return is politically impossible to put across in this country, though England has it and It does make sense. So search was begun for othci ways to equalize the tax burden The Surrey plan is the proposed answer. If the house ways and means committee likes the idea, it may be introduced In the next congress. Such a plan would obviously reduce the amount of tax money the government could collect. Treasury officials estimate that the cut might be as much as $900,000,000 a year The Surrey plan could, therefore bq put over only in years when congress is in a tax-reducing mood The next congress may be in such frame of mind.

If, however, the federal budget is to be balanced and if taxes must fte kept up to reduce the national debt or maintain big military and public works programs, any tax reduction due to the Surrey plan will simply mean that an equivalent amount of taxes must be raised some other way. So the thing may be considered as broad as it is long and great difference either way, though it would put all federal taxpayers on the same basis, which is fair. The way the Surrey plan would work out, It would be of no benefit to anyone earning leas than $3333 33 a year. The 10 per cent tax credit: would reduce this to $3000. The personal exemptions of $500 allowed to both a man and his wife cut this to $2000 net income.

Surtaxes are 17 per cent on the $2,000 but go up to 20 per cent' the next bracket and more in still higher brackets. So taxpayers in all but this first bracket would benefit. Only six or seven million out of 45 milion taxpayers are in this second and higher brackets. The 38 or 39 million taxpayers whose net Income is less than $2,000 a year don't want the taxes of the upper brackets reduced unless they jet a reduction too. So if a tax cut is to be given this first bracket, It will have to be through some other dodge.

Bachelors and spinsters won't like the Surrey plan either, because they have anyone to divide their income with for tax purposes."
