Retailers Report Modest Gains, Hope For Last-minute Rush NEW YORK (UPI) -Retailers reported modest sales increases for November, City Claims INDIANAPOLIS (UPI) -Conflicting testimony from prosecution witnesses ap-" parently influenced a jury's decision to acquit Seymour Mayor Christopher Mori tz of charges he accepted bribes from a chemical company. Charges said Moritz took the bribes to influence decisions to make purchases from chemical salesmen. But he denied the accusations during his testimony Wednesday. The jury in Marion County Criminal Court deliberated less than four hours to reach its verdict in the trial that started Monday. Moritz, who is serving his second term as mayor, was compared to the year before, but analysts said the increase was no reason to celebrate -because sales last year were not good.

"Last November was terrible," Bruce Missett, analyst for Oppenheimer Co. said Thursday. "The stores are just peeking out of their foxholes." Most of the biggest retail chains, including Sears, Roebuck "J.C. Penney Co. and F.W.

Woolworth reported moderate sales increases compared to November 1981. Mart the Second-largest chain in the country, reported sales for the four pre-Thanksgiving weeks decreased 3.8 percent. "During November consumers" continued their subdued buying pattern of the past several months," said Mart Chairman Bernard M. Fauber. Mart, Missett suggested, is "the best example" of the consumer spending trend, in" which stores catering to the less affluent shopper continued to suffer while those with wealthier clientele improved their positions.

"People have it in their minds that financial aid is not there, but it is," said Lynn Libell, the university's director of financial aids. "The money is still going to be there, but the recipients will have to wait a little longer to get it," Mrs. Libell said.
