France, holder of a few small coastal settlements, followed in 1954. Now Portugal, earliest European colonizer on the subcontinent, is under rising pressure to abandon the province on the Malabar coast that has been in its possession for nearly 450 years. Monday, Aug. 15, was India's Independence Day. Last year Indian nationalists threatened to celebrate by marching into Goa, chief Portuguese settlement, and taking over.

But the heralded liberation fizzled into a minor demonstration when Minister Nehru put on the brakes. Portuguese proposals to submit matters in controversy to a neutral commission then foundered; India wanted nothing discussed but its acquistion of Goa, and Portugual held that to be the one inadmissible subject. Now India has broken diplomatic ties with Portugual and things look more serious than ever. Nehru's government, which closed its legation in Lisbon two years ago, recently ordered the Portuguese to close their legation in New Delhi. Rail traffic into Goa has been suspended for a fortnight, and -now dock workers in big Indian ports have moved to block traffic to Goa by refusing to handle ships carrying cargo to or from the" colony.

Portuguese penetration of India goes back to the "days of Vascb da Gama. Goa has belonged to Portugual continuously since 1510. Highly prosperous as a trading center jtn the late 16th and early 17th centuries, it was then known as Golden Goa. Goa was the center also of extensive Catholic missionary activities in Asia. St.

Francis Xavier worked and died there. It is understandable that the centuries-old connection makes Portugal loath to yield its Indian territories, but to the outsider they appear to have become an anachronism hardly more than indentations on the border of a country that has thrown off colonialism. Portuguese India actually comprises three separate territories. Goa, much the largest, lies 350 miles south of Bombay; tiny Damao and Diu, on opposite sides of the Gulf of Cambay, are "In other words," asked Con- gresamen Caller, hardly believing his ears, "Mr. McCoy made a de- $ny Company and others to communi- cauith McCoy to say that he was wrong?" If the practice of growing hard wheat in a section whose soil and climate are suited -for soft wheat is followed extensively, the wheat industry will be irreparably harmed. The time to prevent a mongrel crop is before it is well started. No one gains bv contributine to the mongrel crop and all can be hurt by such practice. (.
