The girl's exam was more than that, Erdman said. Her mother ordered a complete physical examination, including blood tests and other extensive testing, he said. They knew of no problems with her health. "It's a tragic situation," Erdman said. "The staff held a meeting right away Wednesday morning and began our crisis- planTwo extra counselors were Called in to help." PLAINFIELD, Wis.

(AP) A 13-year-old girl who collapsed and died at an intramural basketball practice had passed an extensive physical examination before beginning sports activity, authorities say. "She was a very vibrant, active girl," School Superintendent James Erdman said of Rebecca Steckelberg, who died after falling to the floor at 6 p.m. Tuesday while participating in the practice at Tri-County High School. Sixth- and seventh-grade girls were playing basketball during a "Hoop Troop" practice session in the school's gymnasium after school, Erdman said. i Rescue personnel were unable to revive her, he said, and she was pro Barry Babler, a spokesman for the FBI in Milwaukee, said agents were sent to the reservation, and he was aware of at least two shooting incidents early Wednesday.

The Latin Kings and Gangster Disciples are two of several gangs involved in selling marijuana and cocaine on the reservation, Neconish-Gardner said. "Where you have a gang problem, you have a drug problem," she said. "This is not about using. This is about trafficking. It is all about criminal activity about drugs and crime and power." The pistol that was recovered after Wednesday's shootout is believed to have been used in an armed robbery in earlier this year in Oconto County Neconish-Gardner said.

Gangs have been active on the reservation for three generations, Menominee County Sheriff Beth Moses 'said. "We've got little kids flashing gang signs in day care," Moses said. "They are going to grownup thinking this is part of their heritage." Reservation law enforcement officials have appealed to the community for help. But only three people attended a neighborhood watch organizational meeting held last week, organizer rank Teller said. All said they were afraid to join a citizen's patrol because they feared gang retaliation, Teller said.

"What I told them is the reality is there may be retaliation," Teller said. "We, as a community, have to act. Maybe things are not so bad yet, but as the gang behavior becomes more intense, things are getting worse." KESHENA, Wis. (AP) Police on the Menominee Reservation arrested 25 youth following at least three separate incidents between two gangs in which at least 50 shots were fired, authorities said Friday. "This is a state of emergency," Tribal Police Chief Karen Neconish-Gardner said.

"It is a war over drugs." The confrontations involved more than 30 members of the Gangster Disciples and Latin Kings early Wednesday morning, said Lt. Doug Snow, a police detective on the reservation of about 3,300 people north of Shawano. One shotgun and one pistol were recovered after police investigated what they believe were three separate incidents, Snow said. In the first incident, one person was hit with at least one pellet fired from a shotgun, he said. There were also allegations of a hole in a While officers investigated the pellet wound, they heard more gunshots in two ''other incidents.

Including one in which investigators recovered 40 empty shells. Snow said. "We don't know if they were shooting at each other," the detective said. "The guy were claiming they were just shooting around, target practicing." Police recovered a garbage can with bullet holes in it, he said. The three incidents occurred within 30 minutes, he said.

Two of the youth remained in custody Friday, he said. The youth, all residents of the reservation, ranged in age from 12 to 17, Neconish-Gardner she said. More suspects were being sought.
