NewMM, N.M.-- Miy II, Medicaid Fraud Ruled Out Here, Druggist Believes "There is no Medicaid fraud involving physicians, pharmacists and nurshing homes in this area, I can assure you of that," Dickey Neat, co-owner and operator of Norte Vista Pharmacy told fellow members of the Downtown Lions Club when he gave the club program yesterday at Holiday Inn. Neal, president of the Lea County Pharmaceutical Association and district counselor for the New Mexico Pharmaceutical Association, said he is not as familiar with other parts of the state as with this immediate area, but that he doubts much fraud has been practiced in New Mexico. State druggists are, he said, policing their own ranks in an effort to protect the reputation of the association. Recent widespread publicity about cases of fraud which have been uncovered have "a lot of people on the bandwagon," Neal said, "and the first time anything goes wrong they think fraud is involved," but be cited instances of complaints he has checked out which proved not to be valid. In referring to the nursing home frauds which have been cited in national publicity, Neal said the nursing home business is "big." and that it undoubtedly is true that fraud has been practiced in some places between pharmacists and nursing home administrators.

But Neal, who is pharmaceutical consultant for the Good Samaritan Village, said he did not "slip the administrator anything under the counter" for the contract, which, he said, is awarded on a one-year basis. And he pointed out that his pharmacy does not provide all of the prescription drugs for the nursing home; that patients have the privilege of designating the pharmacy where their prescriptions are to be filled. Each nursing home must have a consultant, he said, explaining that the consultants keep watch over the amounts and kinds of drugs being administered, help the nursing homps set up and maintain records concerning drugs, and check Tor such things as two nr morp drugs which have been prescribed for one patient which may be contraindicated as far as their effectiveness is concerned. He cited, for example, antacids and antibiotics, explaining that an antacid will counteract the effectiveness of an antibiotic. Heexplained that doctors sometimes forget that a patient has been taking a certain medication over a long period of time, and will prescribe some drug for a current illness, the effectiveness of which will be nullified by the older prescription.

Neal said the dispensing of controlled substances (narcotic, suppressant and stimulant drugs) is carefully monitored. He told of a recent incident when his routine checking of the dispensing of such drugs revealed unusual patterns of dosage for certain patients. Investigation revealed that pilfering was taking place, and an arrest was made. Neal said in certain areas, where fraud has been discovered, physicians have financial interests in pharmacies, and have written prescriptions which were charged for but not filled. No local doctors are part owners of pharmacies here, he said.
