It was this study, done by the federal Bureau of Reclamation, that led state environmental Protection Secretary Allyn Lockner to conclude that the Oahe unit would violate state sediment standards in the James River. But Preston Funkhauser, project manager, said Lockner had erred In his analysis. In mailing the study, Funkhauser notes that it is not a final report, and that it is going strictly to technicians who will "weigh the beneficial and adverse effects of the project development on the river, then communicate their findings to Gov. Richard Kneip and the people of South Dakota." Military-religious service Tuesday SPEARFISH A combined military-religious memorial service is scheduled 7:30 p.m. Veterans Day, Tuesday, at St.

Joseph's Catholic Church, it is announced by the sponsoring Spear-fish Knights of Columbus. The program, to which citizens of all faiths are invited, will include a procession of the clergy; presentation of the National Colors, a unique candle-lighting ceremony by relatives of the honored veterans and a eulogy by the Rev. Arthur Westwood, pastor, United Church of Christ, Spearfish. Memorial vigil candles will also be lighted, according to KC Grand Knight John Deibert, for the Rt. Rev.

Msgr. Wenzel Sobeleski and the Rev. Eugene Szalay, a World War II veteran, both former pastors of St. Joseph's Church. The Rev.

William J. O'Connell will celebrate the Mass for Peace and deliver a homily for the commemorative occasion. The war heroes to be honored were selected from a list of veterans from Lawrence County either killed or reported missing in action as prepared by Robert J. Beckett, director, South Dakota Veterans Department, Pierre. Among them are Ralph Toomey, Gilbert C.
