It was this study, done by the federal Bureau of Reclamation, that led state environmental Protection Secretary Allyn Lockner to conclude that the Oahe unit would violate state sediment standards in the James River. But Preston Funkhauser, project manager, said Lockner had erred In his analysis. In mailing the study, Funkhauser notes that it is not a final report, and that it is going strictly to technicians who will "weigh the beneficial and adverse effects of the project development on the river, then communicate their findings to Gov.
