All Amendments and Propositions Given Approval of New York Voters ALBANY, N.Y., Nov. 9-(AP) chell bill limit civil The bitterly contested. Mitservice preference won approval of the state, electorate behind strong New York city support, mounting returns showed other proposed constitutional amendments, as well three housing propositions, also were approved yesterday's election. New York city supplied the edge with 720,156 affirmative and 197,733 negative votes. The third proposition permits the state to increase subsidies paid each year at the $2,500,000 instead of $1,500,000 as formerly.

Spencer Youths Fined for Damage Three teenage Spencer boys were fined each for damages and two were fined $10 on a disorderly conduct charge for which they were arrested Tuesday afternoon. Lloyd Aman, 19, and George Williams, 16, were each fined and assessed a one-third portion of the $160 property damages. David Aman, 15, a brother of Lloyd's, was ordered to pay the remaining one-third of the damage costs. DESMOND ST. SAYRE Dellaphine Bench Of Waverly Dies Mrs. Dellaphine Bench, 78, of Waverly, widow of the late Frank Bench and a former resident of Auburn, died Tuesday evening after an extended illness. She was a member of the First Presbyterian church of A Auburn. She is survived by three daughters, Mrs.

W. J. Doney of Waverly, Mrs. John Sullivan of Waverly and Mrs. Roy Schubert of Rochester; one son, Earl of Auburn; nine grandchildren; four great grandchildren; and several nieces and nephews.
