One of the tankers, the Seawise Giant, is the world's largest. Iran, meanwhile, claimed that its forces killed or wounded 1,000 more Iraqis who tried to retake a strip of Iranian territory, which the Tehran government says its forces regained from Iraq on Monday. Iraq denied Iran's claim.

Also Tuesday, a vessel radioed a distress signal that it was "attacked by Iranian gunboats" and gave a position in the southern Persian Gulf, salvage executives said. They said (he ship did not identify itself. "All we picked up was the Mayday," said a Dubai-based radio monitor. He said a French warship reported it was heading to the area to check. The executives and radio monitor spoke on the condition of anonymity.

Palestinian reports identified the youth killed as Khalid Sha-kel Hameid, 17, a Jabaliya resident. officials have expressed concern about the matter to Israel, and have been engaged in diplomatic meetings with Palestinian leaders, as well as Israel and neighboring Arab countries, to find a way to end the violent clashes, said White WASHINGTON (AP) The administration has quietly expanded the operational rules for Navy ships in the Persian Gulf by authorizing them to come to the aid of any allied warship that comes under attack, officials say. The change to the rules of engagement, apparently authorized a month ago but not disclosed until Tuesday, applies only to friendly warships operated by NATO allies and not commercial vessels flying foreign flags, added the officials, who spoke on condition of anonymity. The administration has made it clear since agreeing to protect re-flagged Kuwaiti tankers last summer that Navy warships will escort only those commercial ships that fly the Stars and Stripes. $750 lMMllHFEBRUARY 12-18, includes: U.S. rebukes Israel's handling of riots Twenty-three tankers or freighters have been hit this month by the two warring sides in the worst phase of the Iran-Iraq "tanker war." Iran retaliates for Iraqi strikes on a ship-for-ship basis, picking targets from among neutral tankers and freighters plying the southern gulf.

Iraqi pilots seldom hit the Larak and Sirri Island terminals because their jets must refuel in flight to cover the distance. Ilor-muz is the only entrance to the gulf, where the two nations have been at war since September 1980. Besides the Seawise Giant, the other "mother ships" hit Tuesday were identified by shipping executives and by Lloyd's Shipping Intelligence Unit of London as the Cypriot-I'lug While Rose, l.iberian-flag World Pctrobras and Burmah Enterprise, a British-flag vessel. The executives said three tankers sustained heavy damage and that there were casualties. Tuesday's air action broke a three-day lull.

The Navy has so far conducted 21 convoy operations for rcfiag-ged Kuwaiti tankers plying the gulf's waters. The United States has 17 Navy ships assigned to the gulf itself, including six mine sweepers. Under the expanded ground rules, Navy warships will not automatically come to the aid of a threatened warship from a North Atlantic Treaty Organization country but may respond to any call for help, said one source. To date, no NATO warship or mine sweeper has come under attack in the Persian Gulf. Iran and Iraq, which have been at war for more than seven years, have focused their sea attacks on commercial ships.

Rabin also said Israel would step up security measures such as arrests, detentions without trial, and expulsions. "We must try to concentrate more on the arrests of the organizers and the inciters, even if it involves hundreds (of arrests)," he told Labor Party legislators. "And I think we also must use expulsion. Otherwise, we will lose control." Fitzwater declined to name the Palestinian representatives or the Arab countries the administration has contacted.

He also would not discuss specifics of those talks, other than to say that U.S. officials "have asked for restraint in the use of live ammunition" by Israel. The White House statement came on the day that Israel sent more troops to the West Bank and Gaza Strip and its leaders pledged to get tough on Palestinian rioters. not confirm it. Jose Dino, a government communications operator in Pinamalayan, told The Associated Press by radio-telephone the boy was conscious and had told rescuers his father put him on the piece of timber after the collision.

Inter-island ferries are the common means of transport among the archipelago's 7,100 islands for people who cannot afford air fares. In her statement Tuesday, Mrs. Aquino urged wealthy Filipinos to give to a special fund for the survivors and relatives of victims. "Our sadness is all the more painful because the tragedy struck with the approach of Christmas," she said. "I shall be satisfied with nothing less than a thorough, full-scale investigation.

Stricter enforcement of all safety regulations must henceforth be observed." Rabin, who toured the Gaza Strip on Tuesday, staunchly defended the army's use of force. "Our goal is to maintain law and order," Rabin said. "We are going to make it clear by any means in our possession that violence and terror achieve nothing.

Those who engage in terror are taking a great risk and will only increase their suf House spokesman Marlin Fitz-water. "We view the continuing violence with serious concern," Fit-zwater said. "It is time for both sides to step back from confrontation before there are more tragic casualties." "Both sides share a responsi-biltiy for this violence," he continued. "Demonstrations and riots on one side and harsh security measures and excessive use of live ammunition on the other cannot substitute for a genuine dialogue." More than 1,500 people may have died when explosion and fire sent both ships to the bottom of a busy channel 110 miles south of Manila, which would make it the worst peacetime disaster at sea in this century. Government radio operators said a 4-year-old boy was found floating on a piece of timber Tuesday, two days after the passenger ship Dona Paz and the 629-ton tanker Victor sank in fiery waters off Mindoro Island.

The Coast Guard and the government Rescue Coordination Center could not confirm the report, however, and the island has no telephone links with Manila. Only 26 of at least 1,500 people believed to be on the two ships are known to have been rescued, and there is little hope of finding a significant number of other survivors. President Corazon Aquino, in her first comment on the disaster, called the loss of life a "national tragedy of harrowing proportion." She promised help for survivors and victims' families, and ordered a "thorough investigation." Pope John Paul II sent condolences. President Reagan said through his spokesman that he would send Aquino a letter. A spokesman for the Philippine coast guard, Lt.

Cmdr. Cipriano Luspo, said the 21 bodies were recovered Tuesday. He said they were being taken to Bat-angas City, 60 miles south of Manila, and would be brought to the capital later for identification. Antonio Babijes, director of the Rescue Coordination Center, said a U.S. Navy P-3 Orion scout plane spotted debris and an oil slick off Pinamalayan, a Mindoro Island coastal town 20 miles southeast of the collision site.

The Dona Paz was bound for Manila. Babijes said he had the report of a 4-year-old boy being found alive by a fisherman and taken to a clinic in Pinamalayan, but could Family Practice Missoula would like to wish everyone a very Happy Holiday.
