Commission and a Missoula group called Montanans for 'Quality Television (MQTV); Eagle Communications made its original overtures to Western Broadcasting last winter. However, MQTV filed an objection to the FCC following an extensive study of public documents by McCarthy Coyle of MQTV. The Missoula group argued that Eagle Communication had not demonstrated that it had a sufficient grasp of Missoula Issues and problems, and questioned the' Californians' ability to offer programming to meet the community's needs. Precht and Nathanson then conducted meetings with several community leaders and organizations. Eagle Conununicalioas representatives also met with MQTV members, and it was decided that a citizens' advisory group be formed to work with the station regarding programming.

The new owners are Robert Precht, chairman of the board of Eagle, who controls 80 percent of company, and Don Nathanson, president of Eagle, who has the remaining 20 percent. Precht is a long-time television producer and son-in-law of the late Ed Sullivan. Nathanson also is president of Advance which owns KFBB-TV in Great Falls, and co-owner of Falcon Communications, a cable television company in California.

Both are from Los Angeles. Koch told The Montana Standard that KECI will provide more programming for its Butte and Bozeman viewers, particularly in the form of news coverage. "We feel Butte should be served by more than one station," he said, adding that the station may open a Butte office in the future. Because the new station is less than two weeks old, Koch was unable to describe specific changes.
