He also stated he had never hoard of any colored men other than Perry, Williams, and Evans who were engaged in stirrlnir up the colored people to emigrate from North Carolina, and he believed that the Baltimore and Ohio Railroad Company, through their agents, are furnishing money to pay the traveling expenses of these men, and that the company pays them a premium of 1 per head for eaon passen-gers obtained.

He believed the intelligent people of North Carolina, black and white. Democrats and Republicans, were opposed to this exodus, and understood that the en tire Democratic and colored press of North Carolina have been engaged in explod ing tho false statement spread broadcast in that State by Terry, Williams, rind 'Evans. Notwithstanding all these agencies engaged in dissipating these delusions, still the ignorant colored people are yet deluded by them- four-fifths, however, of those that go, probably go for no other reason than because their friends have gone. Bonlts, a resident of Ooldsboro, and editor of a Democratic pajwr published there, was next sworn. He said it was difficult to assign a reason for the exodus of colored people from North Carolina, ltcertainiy was not on account of oppression, and here he took occasion to indorse the evidence of O'Hara and Otnv so far as it related to the condition of ihtt colored people of that Htate. In reference to the treatment of colored people before tho courts, lie cited several instances, and stated that he could cite many more to show where white Jurvmcn hud ishown strict iiupr-rtiaiity in their decisions wliore colored men were on trial Kare cases, he said, might be instanced where severe penalties had been im- toned upon both white and colored citizens or petit larcenies. In his cross-examination he admitted there existed a belief nmong some blacks in North Carolina that the penal laws were less severo in Indiana than in North Carolina, and thought this had some effect in influencing the emigration of col ored people to that state, M. Clay, a colored man. was the author of it This circular, Lewman said he was informed by a colored man who gave it to him, had been'circulated quite extensively among the colored people of North Carolina. It urges them to come to Indiana, netting forth the attractions of that btute, stating its climate was that free schools fur both races were maintained; that there were numerous colored churches, and that blacks and whites stand equal btfori-f the law, and also stating that thousands or good farm hands and house servants could readily find employment at remunerative wages, aud especially urging those who contemplate com ing to do so a arln? the present summer ana moke their contracts with farmers next year." Washikotos, Jan. 30. Secretary Sherman was before the Senate Finance Committee to-day in response to their invitation for an expression of his views on -the funding questions and other points. The tiecretarya remarks, aside from the repetition of his well known views in regard te funding, were, for the most part, simply an exegises of his last annual report, and of accompanying finance exhibits for the year 1879. The conference waa not concluded, to-day, and the Secretary will appear before tne committee next week.

All that is required of the holders of these obligations will be to transfer them to their respective States and let suit be brought after the manner of New Hampshire against Louisiana. The revenues are constantly increasing, especially the customs branch. There is a disposition on the part of Congress, however, to appropriate lavishly, or else the debt during the current year could be reduoed from $50,000,000 to $75,000,000. Towery, ot the Petrolia Topic, and learns from him that the Petrolia district proper is about ten miles square, and that there are 1,000 wells, pumping at this time about 1,000 barrels of oil daily. At times the daily average is considerably larger than these figures. There are a doxen refineries in this town, but not all are running Just now. The Franklin Company, at this place, is said to be tne tnira largest in tne woria, tne other two being in Pennsylvania In many cases here the oil is forced through pipe lines a distance oi iour, or nve, even six roues. Some wells are run by gas, which is also used in its crude state in a lew oi the houses.

Among the leading oil men and firms are L. Knglehart A Home Oil Works, and J-Tank Muiltti, who has two establishments. The Joptc is the recognised organ of the Can adian oil district, and its reports are full and rei lame. PeUolia is regarded as a healthy place for people wuo have diseases of the throat or lunirs. on account of the iraa from petroleum.

It is slowly improving. Last year Vaughn's Block, a three-story brick, with two stores, went up, and is the only fine-looking business block in town. John Kerr put up a three-story kick dwelling house, by far the best tn tne place, wnicn does not boast of its architectural extravaganoea. It has four school houses, and some children crying tn vain lor admittance to one of them. Children spring up here, under the shadows of the derricks, like gourds the night.

The Petrolia iirunch ol the ureas Western Railway connects with the Samia Branch. six miles nortn. at Wyoming, i ne cartaaa Southern runs a branch tnlo this town, and is to build a brick depot here next spring. A bill is before Parliament for a road to connect with the Grand Trunk. The spring weather continues, and farmer in Lambton oounty have been turning the sod for a week or more.

In the garden of John Tinkler is a pansy in full bloom. That ubiquitous man. "the oldest inhabitant." cannot recall a January like this in the last fifty years. J. O.

Jan. 2ft, with a large attendance, speciaUy notable as representing almost all parti of the Stats, Including many prominaml agri culturists. The first lecture was by Professor t. (X Baker. Professor of Civil Engineering, oa "Engineering In Farm Drainage.

With a number of pieces of apparatus the lecturer explained how a fanner could make and use a simple, cheap, and aooarate laveUng in strument. The complete instrument was ex hibited. A paper by H. W. Cleveland, of Chicago, on 'The Injurious Effects of Southwest Winds," gave numerous illustrations of the bad effects of these winds oa vegetation and the removal of these effects by large bodies of water, or forests to the southwest, and urged the planting of the latter.

The lecture for Tuesday evening waa delivered by John M. Gregory, Begent of the University, on "What the University Can Do for Agriculture." He said It was only an attempt to give fresh force by a new statement to an old theme. He showed the broad plan of the university as It was conceive in the law of Congress. To meet this law la all IU jsjints, the truxteea have organized four col-litres, each one with tta several schools or department. Iu these all the branches of learning are tauvht: both the wide array of sciences "related to agnculturo and the mechanic arts," the great Industries whl-h create the wealth of the world, and those other classic aud scientific studies which the law would not exclude.

But, from the very outset, the trustee saw the magnincrnt Importance of that basal Industry, which occupies the majority of the people uf our Mate, and aought to give the Agricultural College Its due prominence in the Slate Uulvcraily. Agricultural education meets two obstacles ou this continent first, the lack of experienced Instructors, and second, the Indifference of farmers. Of tuee the latter Is the moot difficult to overcome.
