1C (JPh-The CIO United Auto Workers today formally asked Chrysler to open negotiations next Tuesday on demands for a 30-cent hourly wage increase and other economic benefits. The case is the first to be brought to trial among a group of padlock actions filed against five Sioux Falls night clubs and a tavern. The clubs were raided last October.

Officers said liquor and gambling equipment were confiscated. Judgment ordering the places closed for a year is sought by the prosecution. The other padlock actions are all apearing first for the respective office in the last preceding county shall be placed last, so that the name that occupied second position before the change shall occupy first position after the change." The filling of vacancies on the nonpolitical ballot is similar to the filing by an independent candidate for an office. The aspirant may become a candidate in the general election by filing a petition containing at least two percent of the combined vote for governor in the preceeding general election. The independent petitions must be filed with the secretary of state at least 90 days and with the county auditor at least 40 days before the election date.

Noel, 27, renounced his American citizenship to live as a laborer in Germany's thin, postwar economy.

Noel entered the American occupation zone of Germany last September after working in France with the U. S. aid to France commission. He said today he renounced his American citizenship because of his "one world" ideals. "National interests are incompatible with humanity," he says.

(Editors Not: This is the third in series of election law stories and is devoted to non-political ballots.) Pierre, Feb. 20 (Candidates on nonpolitical judicial and educational ballots may have a secret political faith but they can't shout about it publicly. The intent of the nonpolitical ballot laws is to take the offices out of partisan politics. In the first place the statute makes it unlawful for any political party to endorse or nominate by any convention, or other method, any candidate for supreme, circuit or county court or superintendent of public instruction or county superintendent of school.s Another section of the law prohibits the candidate himself from making any reference to any political party in his nominating petition. The petitions themselves are similar to those seeking a party primary nomination.

They must carry at least two percent of the vote for governor in the last election or this year at least 3,306 for state offices. Basis The vote for governor also is used as a basis for the number of petition signers necessary for the state superintendent, in judicial circuits and in counties for superintendent or judge. Defendants in the Checkerboard case are Don Hayes and Mrs. Ellen Hayes as operators and Jessie Gjerve and Louis (Lois) Gjerve, as owners. Charles Lacey, attorney for the Gjerves, said they did not sell lf-quor while they operated the Checkerboard. He said they had a few slot machines. They had no control after Hayes assumed operation by lease, Lacey said.

The chances of having no contest in the primary for nonpolitical candidates are more favorable. For example, if only two file petitions for superintendent then no place will be required on the ballot for that office. The contest will automatically move over to the general election when one of the two will be eliminated.

Judicial ballots and those for educational offices are separate from all other ballots. The order of names of candidates on nonpolitical ballots also is different, and much more complicated for the secretary of state or county auditor than by lot designation of party primaries. Taking a candidate for a state of-fice for example, the secretary of state acts in the following manner: Alphabetical A list of the counties is arranged in the order of the total number of votes cast for governor at the last general election. Then an alphabetical list of candidate's names is arranged. The name Aarons, for example, is likely to be listed first in Minnehaha county.

The name, Benson then probably would be designated for the next largest county, and Coleman for the third, and so on. When the alphabetical list expires, the names are rotated until all of the county list is used up.
