Ayer, in stating th case of the Illinois Central Railroad, gave a brief history ot it since it obtained a charter in 1851. In tb following yar au ordiaanco was passed by tb Chicago Council allowing It to enter tbe city, and one of the conditions of th grant was that a breakwater snould bo constructed, by the compsny a 00 feet from tbe shore.
