Crow Indian Tribe ratifies Westmoreland coal lease By The Associated Press The Crow Indian Tribe has ratified a coal lease agreement with Westmoreland Resources, and a company official says the pact will make the tribe the highest paid coal owners in the United States. The agreement replaces the old contract which would have paid the Indians cents a ton for coal strip-mined from reservation lands in southeastern Montana. The new pact provides for royalties of 40 cents a ton and includes an escalator clause that will boost royalties if coal prices exceed $5 a ton. The Crow Tribal Council approved the new coal lease by a 343-to-33 margin.

Westmoreland President Pemberton Hutchinson said the mine will become one of the five largest in America by 1982. The agreement still requires the signature of Interior Secre- Gas rationing urged WASHINGTON (AP) The chairman of a Senate study critical of administration oil policies called Tuesday for immediate gasoline rationing "to show the Arabs we mean business." Sen. Ernest F. Hollings, D- S.C., in issuing the Senate staff study, also urged a "Manhattan Project" emphasis on energy research and the opening of Naval Petroleum Reserve No. 4 in Alaska to commercial oil production.

But he advised delaying offshore oil leasing in untouched areas of the Atlantic and Pacific, charging that the Interior Department's plans to lease 10 million offshore acres in 1975 was a potential "giveaway" and "a fraud on the American Hollings, chairman of a Senate National Ocean Policy Study, aired his recommendations about energy policy in a speech at the National Press Club. The Senate staff report, also tary Rogers C.B. Morton or an assistant but officials on both sides see this as a mere formality. "We are in the coal business," tribal chairman Pat Stands said Monday. A $200 per person payment will be the first fruit of the new agreement.

It will be drawn from a 1974 royalty payment of $32,000. Stands said the royalty payment will jump to an estimated $80,000 next year. The agreement requires Westmoreland to produce 14 million tons of coal by 1982, meaning royalty payments of $5.6 million. If the company fails to reach this production level, it must either pay 20 cents a ton for the unmined coal needed to bring it up to the quota or the lease is canceled. Falls man hangs in jail cell GREAT FALLS (AP) -A 20- year-old prisoner in the Great Falls City Jail hanged himself Monday night with his undershirt, say police authorities.

The victim was identified as Hoyt Henderson, 20, Great Falls. Police said Henserson had been arrested for public intoxication but had walked away from the jail on Nov. 16. A patrolman spotted Henderson Monday night and brought him to the jail, police said. Police said Henderson apparently hanged himself sometime between 11:15 p.m.
