During the sitting of the House, this morning, every member seemed eager for business some calling up bills, others presenting petitions, kc.

Had the same spirit moved them at an earlier day, they now might have little left to attend to. Mr. Sellinan presented a praduafed scale of assessment of the slaves of this State, as substitute for a bill already reported on that subject. It provides that all slaves, male and female, under five years of aee, shall be assessed at $35; between 10 and 15, $125; males, between 15 and 30, $400; males, between 30 and 45, $300; males, between 45 and GO, 100; females, between 10 and 15, $200; females, be-tween 14 and 36, $300; females, between 36 and 50, $150; which was laid on the table. Mr.

Richardson, of Baltimore, obtained leave to introduce a bill to regulate the bounds of prisons in this State. Mr. Gallagher offered a resolution authorizing the clerk of Caroline county court to furnish John A. Sangston certain papers on the files of said court; which was referred to the committee on grievances and courts of justice. Mr.

Starr reported a bill to regulate the sale of scrap tobacco in Baltimore; which, on his motion, was read and passed. Mr. Presstman reported a bill to despatch business in Baltimore county court, which was read and passed. Also, the bill to divorce Margaret A. Whitelock, and Mary A.

M. Hubbard, birth of Baltimore, were passed. Mr. Graves submitted a resolution zing the State Librarian to furnish the Law Library of Baltimore numerous documents, kc 11 .1.1. which was laid on me taoie.

The House then took up the bill allowing the banks to whom the State is indebted to issue orders on the treasury to the amount due them; which are to be taken in payment of taxes, and when paid into the State treasury, they are to be destroyed. The bill was passed. A message was received from the Senate, enclosing a communication See Senate proceedings from J. J. Speed, and others, appointed by the banks of Baltimore, to memorialize tLe legislature relative to the resumption of specie payments; and suggesting the appointment of a joint committee of conference in relation there to; and appointing Messrs.

Scott, Maeruder, bus anu ricic. Mr. Presstman proposed a concurrence in the appointment of a committee of con ference which was agreed to, and Messrs. Presstman, Sueneer, uraves, i uck ana iausin were appointed committee on the part of the House. Mr.

Grove reported a bill relating to the re- coveiy ot small debts out ot court in Washing ton county. J. Daneker, for the use of the Baltimore Light iniantry, sixty musneu, etc winch was adopted, and sent to the Senate. In the Senate, Mr. Frick presented the follow ing letter and accompanying resolutions, which were read, and referred to the consideration of the House of Delegates. Annapolis, 2d March, 1842.

To the Honorable tlus President of the Senate, and Speaker of the Howe of Delegates of Maryland: Gentlemen: At a general convention of the Banks of the city of Baltimore, held on yesterday, it was unanimously resolved, that those institutions would resume specie payments on the first day of August next, without regard to the course of Virginia or Pennsylvania in tins matter, and indeed, without condition or qualification of any sort whatever. The Bauks have heretofore delayed any action on this important subject, from what they conceived to be a proper respect for the Legislature. Both branehes of that body have now acted definitely on it; but their deliberations have resulted in no law. As soon as this was known, these institutiens felt it an incumbent duty to the community, and to themselves, to take instant measures to terminate a suspension of which they, as well as the public, have long since been weary. The most of them believed, heretofore, that a suitable regard for the public interest forbade a return to coin payments, without a concurrent movement on the part of Pennsylvania and Virginia.

Now, they all hope, from the great caution with which they have heretofore proceeded, and with careful preparation by themselves and the community for a few months to come, they can re-assume their positions as specie paying banks without detriment to any of the great interests connected with them. To a resolution to do so they are willing indeed have pledged them selves. The convention that adopted this re' solve, appointed the undersigned a committee to visit the seat of government, and announce it to Uie legislature in the most respectful terms. This, it in the object of this communication to do, and also to enclose a full copy of the proceedings under which they derive their appoint ment. It occurred to the convention that in any enactments which it might please the Legislature hereafter to adopt in reference to this subject, it might be useful for it to know what the banks conceived it within their power to accomplish; and what, in the absence of Legisla tive command, they are resolved to accomplish.

The undersigned have it in charge also, to make known to Uie Legislature the strong and unanimous opinion the banks entertain, that permission given them, by law, to issue notes under the denomination of five dollars, would greatly facilitate the approaching resumption, and be of immense convenience and usefulness to the community. So strong is the view that the banks take of the efficacy of such an issue, to the extent of five per cent on their respective capitals, that Uu'7 think they could, with wrtairjtj re of of to to pledge them. Ihe banks, in taking tnese steps, and making; these suzerestions, are far from desiring to dictate to the Legislature Their only desire is to discharge their duty to the public, and to express, in the lrankest anu strongest terms their wish ana determination that the approaching resumption shall be both certain and permanent. At a meeting; of the Presidents of the several Banks of Baltimore; held on the 1st of March 1S42, the following Resolutions were unanimously adopted Resolved, That whereas, since the present action of the Legislature of Maryland, seems to indicate there mav be no, legislation on the subject of resumption of specie payments by the Banks of Maryland it is deemed expedient oy the Banks themselves to fix upon a day to that effect Therefore, be it Resolved bv the Banks of Baltimore, that they will resume specie payments on the first of August next.

And be it further resolved. As the sense ol this that if the Legislature of Mary land will for the future, grant to the several Hanks of the State the privilege of issuing notes under the denomination of live, and not less than one dollar, to an amount not exceeding five per cent, on their respective capitals, they will re sume specie payments in sixty days alter the passage ol such law. Bull Tuttle. Indicted for a libel on John Wills. We find it entirely unnecas' sary to enlarge wpon this case, inasmuch as jt was brought to a close for the present, by a formal verdict of "not guilty," rendered in virtue if the phrase is not paradoxical of an infor mality in the indictment, under the decision of the court, Irom which, however, the attorney general expressed his determination to appeal. The indictment set forth averments of libel by inuendo, referring to a charge which had been made by the defendants "Bull Tuttle" against Mr. Wills, contained in a certain warrant, by which Mr.

W. had been brought to trial, and oi wnicn charge he had heen acquitted. The counsel for the defence, Messrs. Nelson and Dobbin, demanded that the "prefatory matter," or "the charge" should be proved. For this purpose Justice McDonald, who had issued the warrant under the original charge was called upon the stand, out mr.

ielson objected to his testimony, further inan uie producing ol tne warrant; which upon its face stated, that, it had been issued "on the oath and information of Edmund Bull, of the firm of Bull St Tuttle, and not upon the oath and information of Bull Tuttle." The ob-jection was argued with that degree of skill and ingenuity which might be expected between two such distinguished members of the bar as Messrs. INelson and Richardson. "When Greek meets Greek, kc." The objection was sustained and Mr. McDonald's testimony was excluded, save wnai uie warrant had to say on the subject. The Attorney General then called Mr.

Mitchell, the High Constable on the stand; again Mr. Nelson objected. Mr. Richardson contended that if he could prove that Bull St Tuttle, in conversation with Mr. Mitchell, had made the charge, and that it had been agreed that Bull should make the affidavit, he proved all that the indictment required; it was not necessary to prove on what evidence the warrant had issued, if he succeeded in proving who had originally charged the act.

Mr. Nelson ingeniously parried the arguments of the Attorney General, and as he has a peculiarly felicitous ability, an effective professional kuack of arguing a case with looks and smiles, when in his seat and while his opponent is speaking, even succeeded in carrying this point, after a powerful argument in which he had resort to a fluent tongue, a ready wit and an unfailing ingenuity. The objection was sustained, whereupon Mr. Richardson rose and said that as he had been deprived of all oral testimony by the decision of the court, both cases necessarily went by the hoard. A formal verdict of "not guilty" was accordingly rendered, and the Attorney General stated his purpose inasmuch, as the trial was only in a preliminary stage, to carrv the decision the court upon the objections of the traversers counsel to another tribunal.
