Billy Graham in fourth place. Named fifth and sixth in the 1981 Gallup Poll audit are Sen. Edward Kennedy and Israeli Prime Minister Menachem Begin. Seventh place in this year's balloting was taken by entertainer Bob Hope, while in the eighth position is former President Gerald Ford. The last two spots in the top 10 are occupied by former Secretary of State Henry Kissinger, ninth, and the Rev.

Jesse Jackson. 10th. Anwar Sadat conspicuous by absence The name of the late President of Egypt, Anwar Sadat, is conspicuously missing. Since the voting in these annual surveys is restricted to living men, it was not possible to accept nominations for Sadat, the victim of assassins' bullets in October. 7.

Gerald Ford 9. 10. Henry Kissinger Rev. Jesse Jackson President Sadat had placed in the top five of men Americans admire most In each of the four previous years. In last year's survey Sadat trailed only Pope John Paul II and President Jimmy Carter for top honors.

Survey respondents in these studies, which have been conducted for more than three decades, are asked to give their choices without a list of names. This procedure, while opening the field to all possible choices, tends to favor those who are currently in the news. Here are the questions asked in the survey: 8. Henry Kissinger 9. Richard Nixon 10.

Menachem Begin The results reported today are based on personal interviews with 1,508 adults, 18 and older, conducted in more than 300 scientifically-selected localities across the nation during the period Nov. 20-23. Copyritjnt INI Field Enterprises Inc. Receiving mention but not in the top 10 are the following (in alphabetical order): Muhammad Ali, Walter Cronkite. Walter Mondale.
